Woman beaten by mob for stealing dog.
Outraged by frequent dog thefts, local residents ganged up on and beat the female dog thief after apprehending her.
On October 15th, the police of Van Giang commune, Ninh Giang district, Hai Duong province, announced that they had handed over Tran Thi Luyen (born in 1977; residing in Van Diem village, Hung Thai commune, Ninh Giang district) to the district police for investigation into the theft of dogs from local residents.
Earlier, at around 8:00 AM on October 14th, upon arriving home, Mr. Nguyen Van Ha (in Hamlet 2, Van Giang Commune) discovered a woman sitting on a red Sirius motorbike, license plate 34 B2-78237, standing outside his gate, wearing a helmet and a sun-protective jacket.
A short while later, a young man, around 30 years old, was seen carrying a bag containing a dog. Upon seeing Mr. Ha, the two quickly climbed onto their motorbike and fled. Seeing the two suspects escaping, Mr. Ha chased after them on his motorbike, shouting for help to apprehend them.

During the chase, the two suspects turned back to provoke and challenge the locals. Upon reaching the Ben Trai slope in Tien Phong commune (Thanh Mien district, Hai Duong province), the suspect's motorbike lost control and fell to the ground. Seeing this, the locals rushed in to apprehend the woman, while the male suspect fled with the motorbike.
Immediately afterwards, the Van Giang commune police notified the households whose dogs and cats had been stolen to report to the commune police, and also reported the incident to the Ninh Giang district police for coordinated resolution.
Upon hearing the news that a female dog thief had been caught, dozens of villagers flocked to the Van Giang Commune People's Committee, demanding that the "dog thief" be punished on the spot and preventing the police from escorting her to the Ninh Giang District Police headquarters. Some even put dogs around the suspect's neck to humiliate her.

At the Van Giang commune police station, the female suspect was identified as Tran Thi Luyen (born in 1977, residing in Van Diem village, Hung Thai commune, Ninh Giang district, Hai Duong province). Luyen had left her husband a long time ago, currently has 3 children, the youngest being only 6 months old, and has a previous conviction for theft.
At over 4 PM on the same day, Luyen was taken to the Ninh Giang District Police headquarters to give a statement to assist in the investigation.
