Twin brothers Le Dinh Nghia and Le Dinh Trong used tools provided by the commune police and impersonated police officers to catch people gambling red-handed.

On August 6th, the Duc Trong District Police (Lam Dong Province) reported that Le Dinh Nghia and Le Dinh Trong, dressed in civilian clothes, went to the house of Ms. Vu Thi Yen (born in 1965, residing in Dong Nai Province, temporarily residing in Hiep Thanh Commune), claiming to be police officers from the Hiep Thanh station, carrying handcuffs and a record of arresting a person caught in the act of gambling at Ms. Yen's house.

Upon entering the house, Trong closed the door, while Nghia shouted, "This is the police, everyone stay still!" He then threw a pair of handcuffs onto the gambling mat to intimidate everyone and demanded that they put their money on the mat.

Afterward, Nghia counted the money at the gambling den and found it to be 1.3 million dong. The gamblers begged for mercy, so as soon as he finished counting, Nghia gave all the money to Tran Xuan Hung (a gambler) and said he would forgive everyone. However, Hung didn't take the money but gave it back to Nghia, saying, "Let you guys have a drink."

Nghĩa took the money and did not make a record or report it to the Hiệp Thạnh commune police force.

According to verification by the Duc Trong District Police, Trong and Nghia are not police officers but frequently visit the Hiep Thanh Commune Police Station and (unofficially) assist the Hiep Thanh Commune Police in some cases, thus establishing a relationship with them.

Before going to raid the gambling den, Nghia and Trong reported to the two police officers on duty, Phan Tan Duy and Nguyen Trong Hieu, but Duy and Hieu didn't leave immediately and told Trong and Nghia to wait at the station.

Meanwhile, Nghia and Trong opened the police station's drawer, took the handcuffs and the arrest report for catching a crime in the act from the desk drawer, and went to Mrs. Yen's house.
