(Baonghean.vn) - Party development work in Anh Son district has not met the targets set in the Resolution of the District Party Congress for the 2020-2025 term. Therefore, the district is actively implementing many solutions with the determination to successfully carry out the aforementioned work.
Phuc Son is a bright spot.
The Party Committee of Phuc Son commune has 24 branches with 443 party members, making it one of the grassroots Party organizations with the largest number of branches and members in Anh Son district. However, due to the unique characteristics of a border commune and an ethnic minority area, the work of developing party members in Phuc Son commune faces many difficulties. In response to this reality, the Phuc Son commune Party Committee has implemented timely and effective solutions, becoming one of the units that successfully completed its party member development plan in Anh Son district.
In reality, Phuc Son commune faces difficulties in recruiting new Party members because the majority of young people, after graduating from high school, strive to attend universities and colleges, go abroad for work, or work as factory workers in domestic companies. Therefore, the commune Party Committee has focused on effectively implementing Project No. 02-DA/HU, dated April 8, 2021, on developing and improving the quality of Party members in the 2021-2025 period and promoting awareness of the task of developing new Party members in the locality. Currently, the commune Party Committee is implementing many solutions to effectively carry out the work of developing new Party members, focusing on creating a pool of potential members within mass organizations, and aims to recruit 13 new Party members in 2024.
Based on the orientation and plan for developing new party members for each period, and stemming from the local reality, from the beginning of the year, the Party Committee of Phuc Son commune has developed a plan for developing new party members, assigning targets to each party branch and targets to commune-level mass organizations, linking the activities of their respective organizations with identifying, nurturing, training, and assisting potential members for the party branches. During the implementation process, the Party Committee not only focused on identifying and nurturing new party members within the Youth Union but also on creating potential members within other mass organizations (outside the age range for Youth Union activities).
In addition, the commune Party Committee assigned several cadres and civil servants to participate in activities at some Party branches facing difficulties in recruiting members, and some non-professional commune-level officials to take on the roles of Secretary, Deputy Secretary, Village Head, and Head of the Fatherland Front Committee to facilitate the identification, monitoring, and nurturing of potential members. As a result, in 2023, the Phuc Son commune Party Committee admitted 10 new Party members, achieving 100% of the district's assigned target.
Focus on recruitment efforts.
The work of developing new Party members in Anh Son district has always been a focus of leadership and guidance from the District Party Committee Standing Committee, which has issued projects and plans for Party member development, such as Project No. 02-DA/HU, dated April 8, 2021, on the development and improvement of the quality of Party members in the period 2021 - 2025.
Annually, the district issues plans for party member development and implements resolutions on party member development in various sectors, villages, and hamlets. Simultaneously, it develops plans for implementing the Party Member and Party Organization Development Project in private enterprises. At the same time, the district strengthens its guidance to grassroots political and social organizations to organize numerous emulation movements to attract and encourage members to participate, thereby identifying and nurturing outstanding individuals within each organization to build a core group and create a source for recruiting new party members. The District Political Center coordinates with the District Party Committee's departments to develop annual training plans, promptly opening training courses on Party awareness and training for new party members.
One of the effective methods in developing new Party members in Anh Son district is that during regular meetings between the District Party Secretary and the Party Secretaries of communes and towns, emphasis is placed on reminding and criticizing units that are still weak and suggesting solutions to overcome them... In particular, during the review, evaluation, and ranking of Party organizations, Party committee members, and heads of Party branches, the district has included the results of new Party member development as one of the evaluation and ranking criteria.
Comrade Nguyen Ba Tu, Standing Committee member and Head of the Organization Department of Anh Son District Party Committee, stated: “With active participation in the work of developing new Party members, from 2021 to the present, the District Party Committee's Standing Committee has opened 11 training courses on Party awareness for 707 outstanding individuals, and has admitted 373 new Party members, including 215 female members, 20 ethnic minority members, 2 religious members, 37 student members, 8 members in private enterprises, 11 members over 50 years old, and 3 village heads. Currently, based on a comprehensive review of sources from subordinate Party committees and branches, the projected number of new members to be admitted by the end of 2024 is 109, expected to reach 90.8% of the target set in the District Party Congress Resolution for the 2020-2025 term.”
To create a strong shift in awareness and responsibility among Party committees, Party organizations, government agencies, and socio-political organizations regarding Party member development and to raise public awareness of the importance of cultivating revolutionary ideals and correct motivations when joining the Party, the Standing Committee of the Anh Son District Party Committee issued Plan No. 188-KH/HU, requiring the Party committees of 21 communes and towns, high schools, and private enterprises in the district to organize specialized conferences on Party member development. To date, 21 out of 21 communes and towns, 3 out of 3 high schools, and 2 out of 2 private enterprises have organized specialized conferences.
To effectively implement the Resolution of the District Party Congress for the 2020-2025 term on Party member development, Anh Son district will continue to innovate its propaganda work in the coming period to raise awareness and responsibility of Party committees and members at all levels regarding the meaning and importance of Party member recruitment. It will continue to implement the Party member development plan for the 2020-2025 term; direct grassroots Party committees to develop plans and assign targets for training and recruitment to each grassroots Party organization; and strengthen inspection and supervision in Party member development. The focus will be on thoroughly reviewing eligible candidates, ensuring they meet the conditions and standards for assigning Party members to monitor, train, and recruit them into the Party, along with developing solutions to improve the quality of Party members.
Simultaneously, continue implementing Guidance No. 12-HD/BTCTW dated July 6, 2018, of the Central Organizing Committee and Regulation No. 27-QĐ/TU dated October 30, 2023, of the Provincial Party Committee on evaluating and improving the quality of Party branch meetings; maintain good attendance at grassroots Party branch meetings by members of the District Party Committee in their assigned areas and units. Implement Project No. 5155-ĐA/TU dated February 8, 2014, on developing Party members and Party organizations in private enterprises and foreign-invested enterprises, striving to establish 1-2 new Party branches in private enterprises and joint-stock companies in 2024...
