Mr. Son: Athletes skip breakfast to compete in the province?

Reflecting to the provincial working group, the representative of the district cultural center said that the current policies for sports activities are increasingly limited and do not meet the requirements. In particular, regarding the regime for athletes to practice and compete far away, the accounting officer said: "With the regime of 120,000 VND/person/day, if the trip is long, many days the athletes have to skip breakfast to compete."

Anh Son district currently has 20 commune-level stadiums; 228 village-level sports grounds and 24 villages do not have any sports grounds. The total planned area for sports activities in Anh Son district is more than 570,000 m2.

On the morning of April 5, the Provincial People's Council's Social and Cultural Committee, headed by Ms. Nguyen Thi Lan - Deputy Head of the Committee, supervised the implementation of policies and regulations on sports activities in Anh Son. Working with the delegation were Mr. Dang Xuan Quang - Vice Chairman of the District People's Committee and a number of related departments and offices.

Reporting to the working delegation, the representative of Anh Son District People's Committee said that the results of implementing the annual sports targets have achieved some achievements such as: ranking 12th out of 22 participating delegations at the 6th Provincial Sports Festival; Championship Cup in volleyball and tug of war at the Provincial Ethnic Minority Sports Festival in 2013...

Regarding the annual budget for sports activities, in 2016 the budget was estimated at over 219 million VND, the actual result was over 345 million VND. The budget for sports activities at the District Cultural Center in 2016 was over 246 million VND, the total operating budget was nearly 320 million VND.

Regarding the socialization of sports activities, in 2016, Anh Son district mobilized more than 2 billion VND. In which, mainly socialization was mobilized for building facilities, people supporting their children to compete in village and hamlet sports tournaments and supporting the purchase of facilities and competition equipment in villages and hamlets.

In response to Anh Son district's proposals on policies for sports activities that are still limited and need to be adjusted to suit the market mechanism, Mr. Nguyen Tu Phuong - Chairman of the Provincial Labor Federation asked: "If the state regulates policies for sports activities, specifically increasing the regime for athletes to practice and compete, will the district be able to balance and pay?"

Ms. Dinh Thi An Phong - representative of Nghi Loc district People's Council raised concerns about the trend of decreasing expenditure on sports activities in Anh Son district over the years. Does this mean that the district's sports movement is also decreasing? Will shortening training time to save money affect the quality of athletes' competition? How are socialized funds used each year?

Ms. Nguyen Thi Lan - Deputy Head of the Provincial People's Council's Social and Cultural Committee requested the district to discuss further difficulties in establishing and approving plans for cultural and sports institutions, the actual implementation of annual training in professional skills for sports and physical training, organizing amateur classes to train athletes, and the plan to implement the Government's project on physical education in schools, etc.

Responding to questions from the monitoring team, a representative of the Anh Son District Department of Culture said that due to limited funding, the district has to choose which competitions to participate in each year and prioritize major competitions, focusing on a number of high-achieving sports. The district has planned to build village and hamlet cultural houses for 21 communes, but currently there are 38 villages without cultural houses.

The representative of the Department of Culture and Sports assessed that Anh Son's achievements in sports activities are among the highest in the province. However, through the district's report and discussion, it is shown that Anh Son has not fully applied the mechanisms and policies prescribed by the province. It is necessary to carefully study the guiding documents to effectively apply them, serving to improve the quality of sports activities in the district.

Concluding the meeting, Ms. Nguyen Thi Lan acknowledged that the district's sports activities have achieved many high results every year and mass sports movements have developed strongly. Inspection and supervision work has received attention.

In addition, the head of the monitoring delegation also noted that Anh Son district needs to develop a program and work plan, especially a detailed budget estimate for each year for sports activities to proactively arrange funds; further promote the development of sports movements in schools, especially extracurricular activities. In addition, the district needs to continue to develop high-performance sports, increase investment in facilities; have a plan to further develop sports clubs...

For the proposals of the base, the working group will accept and study them to reflect to relevant levels and sectors.
