Fake doctor comes to girl's home to take her pulse, then attempts to sexually assault her.
Seeing the victim alone at home, Phuong impersonated a doctor to examine her and prescribe medicine with the intention of sexually assaulting her. However, he was arrested by the police shortly afterward.
On July 18th, the Yen Tu Ward Police in Quang Ninh province announced the arrest of Pham Khac Phuong (born in 1974, residing in Tran Hung Dao Ward, Hai Phong City) for the following offense:child abuseUnder 16 years old.
Previously, on July 15th, through monitoring online activities, the Yen Tu Ward Police discovered an article titled "Warning: Impersonators posing as doctors from a Swedish hospital are approaching children."
The article states that in Yen Tu ward, an individual posing as a doctor from the Vietnam-Sweden Uong Bi Hospital approached a young girl. Taking advantage of the victim's parents' absence, the individual used the pretext of "taking her pulse and prescribing medicine" to overpower the girl and carry out his malicious intentions.
According to a quick investigation, on the morning of July 14th, upon seeing the child alone at home in Yen Tu ward, a stranger approached, lured, and sexually assaulted the victim inside her house. Due to the victim's fierce resistance, the perpetrator was unable to carry out his crime and fled. This incident has left the girl terrified and severely affected psychologically.
In less than 5 hours, the Yen Tu Ward Police, in coordination with the Criminal Police Department of Quang Ninh Provincial Police, identified the perpetrator as Pham Khac Phuong.
The police arrested the suspect while he was traveling from Quang Ninh province to Hai Phong city. At the police station, the suspect initially confessed to the crime.
