Dr. Trinh Xuan Nam has been appointed Chairman of the Management Board of Nghe An Friendship General Hospital.
On the morning of December 5th, the Nghe An Department of Health and the Nghe An Friendship General Hospital held a ceremony to announce the Decision of the Provincial People's Committee and the Chairman of the Provincial People's Committee regarding the Management Board of the Nghe An Friendship General Hospital.
Attending the ceremony were members of the Provincial Party Committee: Hoang Phu Hien – Vice Chairman of the Provincial People's Committee; Le Thi Hoai Chung – Director of the Nghe An Department of Health. Also present were leaders from the Provincial Police, the Department of Internal Affairs, the Department of Health, Vinh Phu ward, and health units in the province.
At the ceremony, the leaders of the Nghe An Department of Internal Affairs announced Decision No. 3565/QD-UBND dated November 12, 2025, of the Provincial People's Committee on the establishment of the Management Board of Nghe An Friendship General Hospital.
According to the Decision, the Management Board of Nghe An Friendship General Hospital has 11 members. Of these, one member is a representative of the Nghe An Department of Health; and one member represents the Party Committee, leaders of mass organizations, departments, and centers of Nghe An Friendship General Hospital. The term of the Management Board is 5 years.
The Management Board represents the People's Committee of Nghe An Province at Nghe An Friendship General Hospital. The Management Board performs the following functions and powers: Decisions on the hospital's medium-term and annual strategies and plans; decisions on investment policies for expanding operations, establishing, reorganizing, and dissolving organizations under the hospital's direct control.
The decision-making body is responsible for: determining the organizational structure and personnel of the hospital; approving the unit's organizational and operational regulations for submission to competent authorities; approving annual financial statements; inspecting and monitoring the implementation of plans and democratic regulations; and deciding on other important matters of the hospital as prescribed by law.
At the ceremony, the leaders of the Nghe An Department of Internal Affairs announced Decision No. 3568/QD-UBND dated November 12, 2025, of the Provincial People's Committee appointing the Chairman and other members of the Management Board of Nghe An Friendship General Hospital. Dr. Trinh Xuan Nam, Specialist Level 2 – Deputy Director of Nghe An Friendship General Hospital, was appointed as the Chairman of the Management Board of Nghe An Friendship General Hospital.
At the ceremony, Mr. Hoang Phu Hien, Vice Chairman of the Provincial People's Committee, presented the Decision to establish the Management Board of Nghe An Friendship General Hospital and the Decision to appoint the Chairman of the Management Board of Nghe An Friendship General Hospital.
Speaking at the ceremony, Comrade Hoang Phu Hien stated: Nghe An Friendship General Hospital is the province's top-tier general hospital, playing a particularly important role in the local and North Central region's healthcare system. Through many stages of development and growth, with a tradition of unity, dedication, and responsibility, the hospital has continuously grown stronger in all aspects, from scale, professional quality, management, facilities, equipment, to human resources.
The establishment of the Management Board of Nghe An Friendship General Hospital and the appointment of its Chairman is a significant event in perfecting the public hospital governance model towards modernity, efficiency, transparency, and sustainable development.
Congratulating Dr. Trinh Xuan Nam on his appointment as Chairman of the Management Board of Nghe An Friendship General Hospital, Comrade Hoang Phu Hien expressed his confidence that Dr. Trinh Xuan Nam, together with the hospital's leadership team, will effectively fulfill his role, improve the efficiency and effectiveness of management, and build a sustainable, professional, and modern hospital in the new phase.

Vice Chairman of the Provincial People's Committee Hoang Phu Hien requested the Management Board, the Board of Directors, and all officials, employees, and workers of Nghe An Friendship General Hospital to continue improving the quality of medical examination and treatment, putting patients at the center of service; upholding medical ethics, discipline, and responsibility; promoting digital transformation, smart healthcare, administrative reform, and improving management efficiency and service quality.
Focus on developing high-quality human resources, linking training with practice, and scientific research with treatment; strengthen professional linkages with central-level hospitals, master advanced and specialized techniques; effectively implement the autonomy mechanism, ensuring transparency and efficient use of investment resources.
The People's Committee of Nghe An province will continue to pay attention to, support, and create the most favorable conditions for the Nghe An Friendship General Hospital to develop comprehensively and sustainably, aiming to become a high-quality medical center in the North Central region.
