Expensive lesson from the assault on doctor at Hospital 115
(Baonghean) - 'I am very sorry', 'I am very remorseful'... are the words of those involved in the assault on a doctor at Nghe An General Hospital 115.
Impulsive behavior
On the evening of August 18, 2017, at Nghe An General Hospital 115, an incident occurred where a doctor was beaten in the emergency room of a patient. In this incident, the authorities determined that Mr. Nguyen Dinh Hoang Thang (Director of Tan Thang Construction Joint Stock Company) had committed administrative violations, including: "Words insulting the honor and dignity of others"; "causing disorder in the hospital" and "harming the health of others".
However, in the incident, Mr. Nguyen Xuan Huan - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Trung Do Ward (Vinh City) appeared. Due to his concern for the health and life of his relatives, as soon as he arrived at the Emergency Department of Hospital 115, hearing the words of others, Mr. Huan misunderstood the doctor as irresponsible and slow in handling the case, so he became angry and hot-tempered. After that, Mr. Huan promptly realized and stopped Mr. Thang from beating people.

According to Mr. Pham Van Long - Deputy Director of General Hospital 115, where this incident occurred: "Sadly, because of a small matter, individuals did not handle it well, "underestimated" it, leading to frustration after the incident happened."
The image of Mr. Huan holding a chair and pointing in front of the doctor's office door of the Emergency Department of Hospital 115 later appeared on mass media and social networking sites, causing public outrage.
Although Mr. Nguyen Xuan Huan did not beat the doctor and nurse, and later intervened and participated in restoring order, Mr. Huan's previous angry and hot-tempered attitude was inappropriate and caused bad public opinion, negatively affecting the reputation and qualifications of officials and party members.

Expensive lesson
As a long-time employee of Mr. Huan, Mr. Tran Quang Dai - Party Secretary, Chairman of the People's Council of Trung Do Ward said: "I personally think that comrade Huan's action was impulsive, it only lasted a few seconds, then he quickly calmed down to take action to prevent it. If only comrade Huan had been calmer, the above unfortunate incident would not have happened... I am very sad when considering disciplining comrade Huan, because he is inherently a person of good ethics and high responsibility. As a promising young cadre, in his work he has been creative in administrative reform, such as recently implementing the "community camera" model that many other wards and communes have learned from... Through this incident, the Party Committee of Trung Do Ward has taken serious steps to review comrade Huan, and at the same time draw lessons for many other comrades".
In his personal review of the above incident, Mr. Nguyen Xuan Huan commented: “As a cadre and a party member, through this incident, I see that I have not fulfilled my responsibilities as a cadre and party member, and have not handled the incident properly and have lacked composure. I have not thoroughly investigated the incident, and have been provoked by one-sided feedback, leading to temporary anger, leaving a bad image that has affected my personal reputation and the reputation of the organization in the past time.”

Mr. Huan also regretted: “If at that time I had been more alert, calmer, and had not taken the chair to follow Mr. Thang, everything would have been completely different and I would not have made such a regrettable mistake. This is a mistake that should not have happened... The above incident is truly a great lesson for me. In my position, I should have been calmer in order to act properly, avoiding negative impacts on individuals as well as the organization.”
Faced with this incident, Vinh City Party Committee directed the City Party Committee's Inspection Committee to take action. The Vinh City Party Committee's Inspection Committee requested the Trung Do Ward Party Committee to direct and implement: "Seriously review your own shortcomings and accept the disciplinary action corresponding to the violation. From the above incident, draw lessons for yourself as the head of the grassroots government. Set an example in working style, behavior in communication and handling work according to assigned duties and tasks. Seriously implement the conclusions pointed out after the review according to Resolution 4 of the Central Committee (term XI, term XII) and promptly overcome and correct limitations and shortcomings associated with the implementation of Directive No. 05-CT/TW dated May 15, 2016 of the Politburo. Strengthen the management of party members, pay attention to monitoring the exemplary role of cadres and party members in the process of working, living in the place of residence, and behaving in public to promptly educate and prevent violations".
This is a lesson for many people, especially for cadres and party members, about the need to conduct themselves in a standard manner at all times and in all places, upholding the responsibility of party members, avoiding "outbursts" of emotions that affect the prestige and qualifications of party members, and then later exclaiming "if only I had been calmer, this incident would not have happened"!
According to the conclusion of the Investigation Police Agency of Nghe An Province Police on "the case of beating a doctor and disturbing public order that occurred at Nghe An General Hospital 115 on August 18, 2017", Mr. Huan violated the administrative law "causing disorder in the hospital" as prescribed in Point b, Clause 1, Article 5, Decree No. 167/2013/ND-CP; violated the regulations on conduct of party members and civil servants, as prescribed in Point d, Clause 1, Article 32 "Violation of ethics and civilized lifestyle", Regulation No. 181-QD/TW dated March 30, 2013 of the Central Executive Committee of the Party on disciplinary action against violating party members, that is "having uncultured behavior that disturbs security and order". |
