In Nam Dan district,mass mobilization workis linked to the implementation of grassroots democracy, dialogue activities between Party committees, authorities and people and the implementation of social security. Comrade Nguyen Duy Thao - Head of the District Party Committee's Mass Mobilization Committee, Chairman of the Nam Dan District Fatherland Front Committee said: Through linking activities, it contributes to building the image of cadres who "respect the people, are close to the people, understand the people, learn from the people and are responsible to the people"; thereby creating people's trust in organizations in the political system - an important factor for effective mass mobilization work. Thereby, mobilizing people's strength to build roads, flower roads, flag roads, "bright - green - clean - beautiful" roads and hamlets, building model gardens, standard gardens, OCOP products...

Innovating and improving mass mobilization work, Hoang Mai town focuses on raising awareness and responsibility of each cadre, party member and citizen. “In solving difficult problems such as site clearance, or handling complicated and long-standing cases and petitions; when people do not understand, the leaders of the Party Committee, government and grassroots do not avoid but increase contact and dialogue with the people to listen to opinions, exchange and explain to the people. In Dien Chau district, according to comrade Ngo Sy Thanh - Head of the District Party Committee's Mass Mobilization Committee, Chairman of the District Fatherland Front Committee: The entire political system participates and at each level there is a steering committee for mass mobilization work. When problems or incidents arise, from the district to the grassroots level, working groups are established to approach the area and each person and household to closely propagate and mobilize, not to direct.

Regarding the whole province, Comrade Ngoc Kim Nam - Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission shared: Mass mobilization work is comprehensively directed, from the mass mobilization of the Party, the government, the Fatherland Front and socio-political organizations, and the armed forces. The responsibility of the Provincial Party Committee's Mass Mobilization Commission has been to proactively research and advise the Provincial Party Standing Committee to issue many directive documents on mass mobilization work. Notably, Resolution No. 04, dated November 19, 2021 on strengthening the leadership of the Party to improve the quality and effectiveness of the Fatherland Front and socio-political organizations; Directive No. 05, dated May 23, 2021 on improving the effectiveness of the emulation movement "Skilled Mass Mobilization"; Project No. 04, dated October 1, 2021 on a number of innovative solutions to improve the effectiveness of mass mobilization work of state agencies and authorities at all levels; Regulation No. 07, dated December 8, 2021 on mass mobilization work of the political system; Project No. 07, dated November 24, 2021 on innovation, improving the effectiveness of contact, dialogue and implementation of conclusions of heads of Party committees and authorities at all levels after contact and dialogue with people in the province.

Based on the advice of the Provincial Party Committee's Mass Mobilization Commission, from the beginning of 2023 to present, the Provincial Party Committee Standing Committee has organized two major dialogue programs with the team of leaders, department-level managers, experts of departments, branches, provincial agencies and heads of Party committees and authorities of 460 communes, wards and towns across the province.

Movement"Skillful mass mobilization" competitionare directed by all levels in the province in a comprehensive and systematic manner in all areas: economy, culture - society, national defense, security, Party building and political system. In the first 9 months of 2023 alone,The whole province has built 3,340 models of "Smart People's Mobilization". Notably, the models of mobilizing people to build new rural areas have achieved the cumulative results of the whole province up to this point, with 309/411 communes meeting the new rural standards; of which 53 communes have achieved advanced new rural areas, 6 communes have achieved model new rural areas; 9 district-level units have completed the task of building and meeting new rural standards.."Skillful mass mobilization" in the field of building the political system has received attention from all levels, contributing to creating changes in awareness and action among cadres, civil servants, and public employees in performing their duties; consolidating the political system in difficult and special areas; promoting the people's mastery; and consolidating the close relationship between the Party and the people.

The Provincial Party Committee's Mass Mobilization Committee also chaired and coordinated with the Provincial Party Committee's Propaganda Department, the Department of Information and Communications, and the Provincial Journalists Association to organize a journalism contest on typical models and examples of "Skilled Mass Mobilization" in Nghe An province in 2023 with 178 entries, of which 44 were awarded prizes. Through the contest, it contributed to discovering, honoring, spreading and replicating models and examples of "Skilled Mass Mobilization" in the province; at the same time, it contributed to raising awareness of the political system about the role of mass mobilization work in general and the emulation movement "Skilled Mass Mobilization" in particular; promoting the responsibility of cadres doing mass mobilization work at all levels in implementing the emulation movement "Skilled Mass Mobilization".

CLOSE TO PRACTICE, IMPROVE THE EFFECTIVENESS OF MASS MOBILE

In the process of leading the revolution, our Party has always affirmed: The strength of the revolution lies in the people. The Party must rely on the people to make the revolution. During his lifetime, President Ho Chi Minh also affirmed: "Revolution is the cause of the people, by the people, for the people". "The people's strength is very great. Mass mobilization is very important. If mass mobilization is poor, everything will be poor. If mass mobilization is skillful, everything will be successful". Faced with the requirement of innovating leadership methods and political tasks of the province in the new period, mass mobilization work must continue to closely follow reality to be creative, further improving quality and efficiency.

To do this, comrade Ngoc Kim Nam - Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission emphasized: Party committees, authorities and the political system at all levels continue to thoroughly grasp and propagate the Party's and Provincial Party Committee's guiding viewpoints and Ho Chi Minh's thoughts on mass mobilization work among cadres, party members and people, especially his mass mobilization style: "Mind thinks, eyes see, ears listen, feet walk, mouth speaks, hands work", "respect the people, be close to the people, understand the people, learn from the people and be responsible to the people".

Focus on innovating mass mobilization work towards being close to the grassroots, "listening to people, speaking so that people understand, making people believe"; genuinely caring for and taking care of the interests and lives of the people; linking good mass mobilization work with the exemplary responsibility of cadres, party members, civil servants and public employees. Continue to promote the emulation movement "Skillful mass mobilization", mobilizing all classes of people to actively participate in programs and campaigns, focusing on three national target programs and programs and projects to implement Resolution No. 39 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045.

Mass mobilization work needs to continue to be strengthened by state agencies and authorities at all levels according to Directive No. 33, dated November 26, 2021 of the Prime Minister on continuing to strengthen and innovate mass mobilization work of state administrative agencies and authorities at all levels in the new situation; at the same time, innovate the content and methods of operation of the Fatherland Front and socio-political organizations, create high consensus in society, and bring Nghe An province to develop rapidly and sustainably.
