In Nam Dan district,mass mobilization workThis includes implementing grassroots democracy, dialogue between Party committees, the government, and the people, and social welfare. Comrade Nguyen Duy Thao, Head of the District Party Committee's Mass Mobilization Department and Chairman of the Nam Dan District Fatherland Front Committee, stated: Through these activities, we contribute to building the image of officials who are "respectful of the people, close to the people, understand the people, learn from the people, and are responsible to the people"; thereby creating trust among the people in organizations within the political system - a crucial factor for effective mass mobilization work. Through this, we mobilize the people's strength to build roads, flower-lined roads, flag-lined roads, "bright, green, clean, and beautiful" roads and hamlets, build model gardens, standard gardens, and OCOP products…

To innovate and improve mass mobilization work, Hoang Mai town focuses on raising the awareness and responsibility of each official, Party member, and citizen. “In resolving difficult issues such as land clearance or handling complex, long-standing cases and petitions, when people do not understand, the heads of Party committees, government, and grassroots organizations do not shy away but strengthen contact and dialogue with the people to listen to their opinions, exchange ideas, and explain things to them. Once a common voice is established, the Party committee and government work together with the people to resolve and overcome these issues,” shared Comrade Dam Huu Hong, Deputy Secretary of the Town Party Committee.

In Dien Chau district, according to Comrade Ngo Sy Thanh - Head of the District Party Committee's Mass Mobilization Department and Chairman of the District Fatherland Front Committee: The entire political system participates, and at each level there is a steering committee for mass mobilization work. When problems or incidents arise, from the district to the grassroots level, working groups are established to approach the area and each citizen and household to conduct thorough propaganda and mobilization, rather than simply giving directives.

Regarding the overall situation throughout the province, Comrade Ngoc Kim Nam - Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Party Committee's Mass Mobilization Department - shared: Mass mobilization work has been comprehensively directed, encompassing the Party's mass mobilization efforts, the government, the Fatherland Front, political and social organizations, and the armed forces. The Provincial Party Committee's Mass Mobilization Department has proactively researched and advised the Standing Committee of the Provincial Party Committee to issue numerous guiding documents on mass mobilization work. Notable examples include Resolution No. 04, dated November 19, 2021, on strengthening the Party's leadership to improve the quality and effectiveness of the Fatherland Front and political and social organizations; Directive No. 05, dated May 23, 2021, on improving the effectiveness of the "Skilled Mass Mobilization" emulation movement; and Project No. 04, dated October 1, 2021, on some solutions to innovate and improve the effectiveness of mass mobilization work of state agencies and governments at all levels. Regulation No. 07, dated December 8, 2021, on mass mobilization work of the political system; Project No. 07, dated November 24, 2021, on reforming and improving the effectiveness of contact, dialogue, and implementation of conclusions of heads of Party committees and governments at all levels after contact and dialogue with the people in the province.

Based on the advice of the Provincial Party Committee's Mass Mobilization Department, from the beginning of 2023 to the present, the Standing Committee of the Provincial Party Committee has organized two major dialogue programs with leaders and managers at the departmental level, specialists of provincial departments, agencies, and the heads of Party committees and governments of 460 communes, wards, and towns throughout the province.

Movement"Effective Mass Mobilization" emulation campaignThe province has received systematic and comprehensive guidance from all levels in various fields: economy, culture and society, national defense, security, Party building and the political system. This is especially true for the first nine months of 2023.,The entire province has built 3,340 "Effective Mass Mobilization" models. Particularly noteworthy are the models for mobilizing the people to build new rural areas, with the cumulative result to date being that 309 out of 411 communes in the province have met the new rural area standards; including 53 communes achieving advanced new rural area status, 6 communes achieving model new rural area status; and 9 district-level units have completed the task of building and achieving new rural area standards.."Effective mass mobilization" in the field of building the political system has received attention from all levels, contributing to changes in awareness and actions among cadres, civil servants, and public employees in performing their duties; consolidating the political system in difficult and special areas; promoting the people's right to self-governance; and strengthening the close relationship between the Party and the people.

The Provincial Party Committee's Mass Mobilization Department also coordinated with the Provincial Party Committee's Propaganda Department, the Department of Information and Communications, and the Provincial Journalists Association to organize a journalism competition on exemplary models and best practices of "Effective Mass Mobilization" in Nghe An province in 2023. 178 entries were submitted, of which 44 were awarded prizes. The competition contributed to discovering, honoring, spreading, and replicating exemplary models and best practices of "Effective Mass Mobilization" throughout the province; it also helped raise awareness within the political system about the role of mass mobilization work in general and the "Effective Mass Mobilization" emulation movement in particular; and it fostered the responsibility of mass mobilization officials at all levels in implementing the "Effective Mass Mobilization" emulation movement.

STAY CLOSE TO REALITY, IMPROVE THE EFFECTIVENESS OF MASS MOBILIZATION

Throughout the revolutionary leadership process, our Party has always affirmed: The strength of the revolution lies in the people. The Party must rely on the people to carry out the revolution. President Ho Chi Minh also affirmed: "The revolution is the undertaking of the people, by the people, and for the people." "The people's strength is immense. People mobilization is very important. Poor people mobilization leads to poor results in everything. Skillful people mobilization leads to success in everything." Given the need to renew leadership methods and the province's political tasks in the new phase, people mobilization work must continue to closely follow practical realities to innovate and further improve its quality and effectiveness.

To achieve this, Comrade Ngoc Kim Nam - Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Party Committee's Mass Mobilization Department - emphasized: Party committees, government agencies, and the political system at all levels must continue to thoroughly understand and disseminate the Party's and the Provincial Party Committee's guiding principles and Ho Chi Minh's thought on mass mobilization work among cadres, Party members, and the people, especially his style of mass mobilization: "Think with your mind, observe with your eyes, listen with your ears, walk with your feet, speak with your mouth, and work with your hands," and "respect the people, be close to the people, understand the people, learn from the people, and be responsible to the people."

Emphasis should be placed on innovating mass mobilization work towards being closer to the grassroots, "listening to what the people say, speaking in a way the people understand, and acting in a way the people trust"; genuinely caring for and looking after the interests and lives of the people; and linking good mass mobilization work with the exemplary responsibility of cadres, Party members, civil servants, and public employees. The "Skilled Mass Mobilization" emulation movement should continue to be promoted, encouraging all strata of the people to actively participate in programs and campaigns, focusing on the three national target programs and the programs and projects implementing Resolution No. 39 of the Politburo on building and developing Nghe An province until 2030, with a vision to 2045.

The work of mass mobilization needs to be further strengthened by state agencies and governments at all levels in accordance with Directive No. 33, dated November 26, 2021, of the Prime Minister on continuing to strengthen and innovate the mass mobilization work of state administrative agencies and governments at all levels in the new situation; at the same time, innovate the content and methods of operation of the Fatherland Front and political and social organizations, creating high consensus in society, and bringing about rapid and sustainable development for Nghe An province.
