Sentence for man who slashed neighbor, stabbed policeman to death

On May 21, Nghe An Provincial People's Court opened the first instance trial of defendant Nguyen Dinh Tri (born 1969), residing in Hung Tien commune, Nam Dan district, for the crime of "Murder".
The case file shows that at around 7:00 p.m. on October 10, 2023, Nguyen Dinh Tri came home drunk and cursed andwife beatingTri's wife ran to her husband's younger brother's house for refuge but was chased by her husband with a knife.
At that time, at Tri's younger brother's house, someone was drinking alcohol. Tri started a fight and slashed a person in the neck. People present came to stop him and took the knife from Tri's hand, at the same time taking the victim to the commune health station for first aid.

A while later, Tri returned to his brother's house with a knife, but the family had already locked the door. Tri used the knife to slash the main door, windows, and tables and chairs, so his wife immediately called the village chief to report to the police.
After receiving the notice, Mr. Hoang The Th. (born in 1969) - a part-time police officer of the hamlet immediately went to the scene. At this time, Tri had returned home and locked the gate, so Mr. Th. asked the subject to go to the commune police station to work. However, Tri did not comply and stood in the yard holding a knife and slashing at the gate.
Faced with the situation, Mr. Th. called the Deputy Chief of Hung Tien Commune Police to send reinforcements to the scene. While Mr. Th. was standing talking, Tri climbed over the fence, jumped out and stabbed the police officer once. The victim was taken to the hospital by people but died from a penetrating chest wound.
After stabbing the man, Nguyen Dinh Tri climbed into the house to sleep. At 9:30 p.m. the same day, Tri was arrested by the police. During the investigation, Tri did not remember his crime clearly and showed signs of mental disorder. Therefore, the authorities conducted a psychiatric assessment on Tri, concluding that before, during and after committing the crime, Nguyen Dinh Tri suffered from mental and behavioral disorders due to alcohol use.
At the trial, the defendant admitted to the crime. The defendant stated that he was drunk and could not control his actions.
The jury determined that the defendant’s murder was a hooligan act and should be severely punished. However, it was also necessary to consider some mitigating circumstances such as his honest confession, remorse, his family having partially remedied the damage, the defendant’s limited ability to control his behavior, and his parents being people who had contributed to the revolution.
Considering the case as a whole, the Trial Panel sentenced Nguyen Dinh Tri to 20 years in prison. In terms of civil matters, the court ordered the defendant to compensate the victim’s representative 180 million VND.
Regarding the act of slashing the neighbor's neck, because the injury was minor and the victim did not request treatment, the authorities did not consider it.
