The Party Central Committee Secretariat issues new guidelines on background checks for Party membership applicants.
On behalf of the Secretariat, Standing Committee member Tran Cam Tu signed and issued Guidance No. 01 on specific issues regarding the implementation of the Party Charter. This guidance replaces Guidance No. 06 of the 13th Party Secretariat.
Compared to Guideline No. 06, the new guideline from the Party Central Committee Secretariat has stricter and more specific regulations regarding the background check of those joining the Party, as well as the responsibilities of relevant Party organizations.
Guidance 01 also expands the scope of those whose backgrounds need to be verified, including those who directly support the applicant's own family and those who directly support the applicant's spouse; it also requires clearly defining the civil capacity of those whose backgrounds need to be verified.
Regarding the verification method, the previous Guidance No. 06 stipulated that if the applicant's relatives were Party members and had complete background information, "no verification or confirmation was required," but the new Guidance adds the content that "confirmation from the Party committee managing the Party member's file is required."
The process of controlling records when Party members transfer to other agencies or units is also regulated more specifically and strictly, clearly stating the time frame for transferring records, the unit responsible for receiving them, and organizing the induction ceremony, etc.

Regarding regulations on age and educational qualifications for Party membership in certain special cases, the Secretariat of the Central Committee has instructed that only those over 60 years of age should be considered for Party membership if they meet the following conditions: good health and prestige; working or residing in an area without a Party organization or Party members, or due to special requirements; and receiving written approval from the Standing Committee of the Party Committee directly under the Central Committee before the competent Party Committee issues a decision on admission.
Regarding educational qualifications, Party members residing in mountainous areas, border regions, islands, ethnic minority areas, and areas with particularly difficult socio-economic conditions, or fishermen regularly working at sea or on islands, if they do not meet the requirements of the Central Committee's Regulations on the Implementation of the Party Charter, must have at least completed primary school education.
The Secretariat also clarified that the educational qualifications of those joining the Party, such as village elders, community leaders, and influential individuals living in mountainous, border, island, ethnic minority areas, and areas with particularly difficult socio-economic conditions, or fishermen regularly working at sea or on islands, must at least be able to read and write the national language and have the written approval of the Standing Committee of the Party Committee directly under the Central Committee before the competent Party Committee issues a decision on admission.
Expand the scope of those requiring background checks.
Regarding background checks for Party membership, Guidance 01 clearly states that those whose backgrounds need to be checked include: the person applying for Party membership; biological parents; parents-in-law or those who directly raised the applicant; spouse, or those who directly raised the spouse; and biological children of the person applying for Party membership who have full legal capacity (relatives).
For those joining the Party, the vetting process focuses on clarifying issues related to political standards; adherence to the Party's guidelines, policies, and the laws of the State; and political qualities, ethics, and lifestyle.
For family members, the investigation will cover issues related to political standards; adherence to the Party's guidelines, policies, and the laws of the State.
The Secretariat of the Central Committee instructed that if a person applying for Party membership has a biological parent or guardian, or a sibling, or a child who is a Party member, and this information is fully and clearly declared in the applicant's Party membership record and confirmed by the Party committee managing the member's file, then no background check or verification is required.
For unclear points, the Secretariat of the Central Committee requests verification and confirmation of those points. The background check of those joining the Party within the armed forces is compared with the personal information they provided upon enlistment or recruitment. Any unclear points must be investigated and verified to clarify them.
Thus, Guidance Document No. 01 has expanded the scope of those whose backgrounds need to be verified, including those who directly support the applicant's own family and those who directly support the applicant's spouse; it also requires clearly defining the civil capacity of those whose backgrounds need to be verified.
The Secretariat's guidelines also specify the procedures for removing the names of Party members and for Party members who request to leave the Party.
Regarding the removal of names from the party roster, the party member must write a self-criticism report and undergo a review before the party branch. If the party branch committee has requested it three times but the party member fails to write a self-criticism report or attend the review meeting, the party branch will still consider and handle the case with that party member.
If a party member deliberately fails to submit a self-criticism report as required by the party branch, the party branch will immediately initiate the process of proposing the removal of the party member's name from the party roster. The party branch, the departmental party committee (if any), the grassroots party committee, and the competent authority will then consider removing the party member's name from the roster.
Regarding Party members requesting to leave the Party, the Secretariat stipulates that only those who have not violated Party membership standards will be considered for expulsion. If a member has violated Party membership standards, they must be disciplined by the Party before their expulsion can be considered.
Party members wishing to leave the Party must submit an application stating the reasons for leaving, and report it to the Party branch. The Party branch, the departmental Party committee (if any), or the grassroots Party committee will review the application and report it to the competent Party committee for consideration and decision on leaving the Party and removing their name from the list of Party members.
