The Executive Committee of the Nghe An Provincial Party Committee held its 20th conference.

Attending the conference were Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; representatives from the Central Organization Department; and members of the Provincial Party Standing Committee and members of the Provincial Party Executive Committee.

The estimated growth rate is 9.01%.

At the conference, the Provincial Party Committee listened to and commented on the socio-economic report, the state budget estimate, the public investment plan, administrative reform work for 2024, and the plan and tasks for 2025.

In 2024, despite the challenging context, the province's socio-economic development achieved many positive and comprehensive results, basically fulfilling the set goals and tasks.

Of the 28 targets in Resolution No. 61 of the Provincial People's Council, it is projected that by the end of 2024, 27 targets will be met or exceeded, including 11 targets that have been exceeded, while one target, the percentage of seriously polluting facilities that have been remedied, is unlikely to be achieved.

The economy continues its strong recovery with a positive trend, with growth in each subsequent quarter exceeding the previous one. Nghe An's GRDP is projected to reach approximately 9.01%.(Estimated figures from the General Statistics Office)Ranked second in the North Central region, and third in the North Central and Central Coastal region.

State budget revenue is estimated at 23,751 billion VND, exceeding the provincial People's Council's projected target by 49.3%, surpassing the 2023 figure by 10.4%, marking the third consecutive year exceeding the 20,000 billion VND mark, and approaching the target set by the 19th Provincial Party Congress.

Total export turnover reached nearly 3.7 billion USD, exceeding the target set in the Resolution of the 19th Provincial Party Congress for the fourth consecutive year. Foreign direct investment (FDI) attracted so far has reached over 1.567 billion USD, with a target of nearly 1.7 billion USD in 2024, aiming to be among the top 10 provinces nationwide for the third consecutive year.

The disbursement rate of public investment capital reached nearly 70%, higher than the national average, striving to reach 97.04% by the end of 2024. Key central government projects in the area were completed on schedule; focus was placed on directing key provincial projects.

Cultural and social fields continue to receive attention and development; foreign relations are vibrant and effective; basic social security policies are ensured; the spiritual and material lives of the people continue to improve; national defense, security, and social order are maintained.

As of October 20th, the entire province had completed 10,260 houses, reaching 65% of the needs for the entire 2023-2025 period of the program to mobilize support for building and repairing houses for the poor and those with housing difficulties.

Various levels and sectors have focused on implementing many key tasks, including Resolution No. 137 issued by the National Assembly on supplementing pilot projects for some specific mechanisms and policies; the Resolution of the Standing Committee of the National Assembly on merging district and commune-level administrative units in the province during the 2023-2025 period; and the Plan for implementing the Provincial Planning approved by the Prime Minister.

Administrative reform and digital transformation have been focused on and have yielded many noteworthy results, with an estimated 41 out of 41 tasks completed by the end of 2024. Emphasis has been placed on streamlining and reorganizing the organizational structure of administrative agencies and public service units to ensure increasingly stable, effective, and efficient operations.

During the discussion, members of the Provincial Party Committee requested the province's support and guidance in implementing the new regulations in the 2024 Land Law; and guidance on resolving the issue of operational funding for the three national target programs.

Additionally, guidance was provided on personnel arrangements for localities to prepare for the organization of Party congresses at all levels; support and resettlement for people affected by the Ban Ve Hydropower Project and the Khe Bo Hydropower Project; and a request was made to the Ministry of Natural Resources and Environment not to grant gold mining permits in Tuong Duong district.

Striving for double-digit growth by 2025.

Concluding the conference, the Provincial Party Secretary and Chairman of the Provincial People's Committee, Nguyen Duc Trung, assessed that in 2024, despite many difficulties, the province's socio-economic development achieved quite positive and comprehensive results in all fields, notably in budget revenue, FDI attraction, public investment disbursement, social welfare, implementation of Government Decree 06, and ensuring national defense and security.

To achieve these results, the Provincial Party Secretary and Chairman of the Provincial People's Committee affirmed the decisive and effective leadership and direction of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee; the coordination and support of the Provincial People's Council; the involvement of all levels and sectors; and especially the spirit of unity and consensus within the Provincial Party Committee - a crucial factor determining success.

However, alongside the achievements, the Provincial Party Secretary and Chairman of the Provincial People's Committee pointed out that businesses are facing difficulties; the structure of budget revenue is not sustainable; the disbursement of public investment capital from some sources is still low; and land clearance still faces obstacles.

Coordination between sectors and localities has not been good in some cases; some officials have received negative feedback; digital transformation has not achieved high results; the leadership and management capacity of some Party committees and governments, especially at the grassroots level, still has some limitations and is not closely aligned with reality and the people.

From now until the end of 2024, the Provincial Party Secretary and Chairman of the Provincial People's Committee, Nguyen Duc Trung, requested that Party committees and authorities at all levels focus their efforts on achieving the highest possible level of the goals and targets for 2024.

Effectively lead and direct the implementation of Resolution No. 1243 of the Standing Committee of the National Assembly on the rearrangement of district and commune-level administrative units in the period 2023-2025, ensuring it is in line with reality and preventing the emergence of complex issues.

In addition, thorough preparation of the contents to be presented at the end-of-year 2024 session of the Provincial People's Council is underway. Initial preparations for the documents to be presented at the District-level Party Congresses and the 20th Provincial Party Congress are being completed. Focus is being placed on disbursing public investment funds, striving to achieve at least 95% disbursement.

In preparation for the New Year 2025 and the Lunar New Year of the Year of the Snake, the Provincial Party Secretary and Chairman of the Provincial People's Committee requested all levels and sectors to prepare the necessary conditions, especially in social welfare work, and to care for policy beneficiaries, disadvantaged and vulnerable groups in society.

Emphasizing the key tasks for 2025, the Provincial Party Secretary and Chairman of the Provincial People's Committee stated that this is a significant year, the final year of the 2020-2025 term. It is also the year for organizing Party congresses at all levels, leading up to the 20th Provincial Party Congress and the 14th National Party Congress; and for implementing the revolution in streamlining the organizational structure.

Therefore, all levels and sectors must continue to carefully review and assess the remaining goals and targets, especially those that are difficult to achieve or have not yet been achieved during the term, in order to focus leadership and guidance on implementation to the maximum extent, in the spirit of the Central Committee's directive to "accelerate and break through," striving for the province's economic growth rate to exceed double digits in 2025.

We have the confidence and the foundation to achieve the above targets and goals. This is because in 2025, the province will have more resources from central government mechanisms and policies, as well as the results of attracting FDI in recent years.

To achieve this, it is necessary to effectively implement Resolution No. 39 of the Politburo; the National Assembly's resolutions on piloting some specific mechanisms and policies for provincial development; and the provincial planning to create resources and impetus for the province's development.

An important task is to focus leadership and guidance, meticulously prepare, and successfully organize Party congresses at all levels, leading up to the 20th Provincial Party Congress and the 14th National Congress of the Party.

In this task, particular attention is paid to the drafting of documents in accordance with the guiding principle of General Secretary To Lam: "Documents must become 'textbooks,' 'dictionaries,' so that when needed, they can be 'looked into' and immediately find the 'light that guides the way'," on the basis of which the Congress Resolution can be issued for immediate implementation.

Simultaneously, review and develop the best personnel plans to fill key positions and carry out tasks in the coming period. In conjunction with the organization of Party congresses at all levels for the 2025-2030 term, develop the 5-year socio-economic development plan for 2026-2030.

Mobilize resources to implement key provincial projects, such as the Cua Lo deep-water port, the upgrading and renovation of Vinh International Airport, and the Quynh Lap LNG thermal power plant. Implement the principle of prioritizing key projects to select investments that will create momentum for the province's development in the new term. Allocate resources to complete the program to support the construction and repair of houses for the poor and those with housing difficulties.

The Provincial Party Secretary and Chairman of the Provincial People's Committee stated that we must seize the opportunity to make a breakthrough in attracting investment, building on the momentum of recent years. To achieve this, all levels, sectors, and localities must work together with the province to improve the investment and business environment, in the spirit of partnership, support, and actively resolving obstacles and difficulties for investors; striving to maintain the province's position in the top 10 nationwide for attracting FDI capital for five consecutive years.

The head of the Provincial Party Committee and the Provincial People's Committee requested proactive implementation of the particularly important task of reorganizing and streamlining the organizational structure and the staff of officials and civil servants, in accordance with General Secretary To Lam's directive that "it cannot be delayed any longer," in the direction of "Lean - Compact - Strong - Efficient - Effective - Effective." In particular, he requested that the members of the Provincial Party Committee be exemplary, determined, resolute, and share the common goal.

At the same time, we must ensure absolute national defense, security, order, and social safety to successfully organize Party congresses at all levels; address pressing issues at the grassroots level to prevent the emergence of hotspots; and focus on achieving higher results in digital transformation.

At its 20th conference, the Provincial Party Committee voted to approve the plan to merge the Party Committee of Cua Lo town and several grassroots organizations under the Nghi Loc district Party Committee into the Vinh City Party Committee, establishing the (new) Vinh City Party Committee.

Also at the conference, the Provincial Party Committee reviewed, implemented, and proposed disciplinary action against Party members who violated regulations related to leadership and direction in the fight against corruption and negative practices, the exemplary conduct of cadres and Party members; inspection and supervision work; and state management of land in Cua Lo town.

After hearing the report from the Standing Committee of the Provincial Party Committee, based on Party regulations, the Provincial Party Committee decided to discipline Comrade Pham Thi Hong Toan - Member of the Provincial Party Committee, Secretary of the Cua Lo Town Party Committee (responsible as the head of the Standing Committee of the Cua Lo Town Party Committee from September 2021 to the present) with a reprimand; and requested the competent authority to consider and discipline Comrade Nguyen Thi Kim Chi, former Member of the Provincial Party Committee, former Member of the Standing Committee of the Provincial Party Committee, former Secretary of the Cua Lo Town Party Committee (responsible as the head of the Standing Committee of the Cua Lo Town Party Committee from January 2020 to August 2021).

Regarding this matter, the Provincial Party Standing Committee decided to discipline the Cua Lo Town Party Standing Committee for the 2015-2020 and 2020-2025 terms with a reprimand; the Provincial Party Inspection Committee decided to discipline Comrade Le Thanh Long, Permanent Deputy Secretary of the Town Party Committee and Chairman of the People's Council of Cua Lo town, with a reprimand.

The Standing Committee of the Provincial Party Committee heard reports and reviewed the results of the self-criticism and disciplinary actions taken against Party organizations and members involved in a number of projects and works in the province. The Standing Committee of the Provincial Party Committee requested that Party organizations and members promptly and thoroughly rectify the shortcomings and weaknesses that have been identified.
