The Central Committee of the Party discusses personnel guidelines for the 14th term.
Following the opening session of the 10th Plenum of the 13th Central Committee of the Communist Party of Vietnam, the Central Committee members worked in discussion groups on the draft Political Report to be presented at the 14th National Congress of the Party.
The 10th Conference of the Central Committee of the 13th Party Congress opened on the morning of September 18, 2024, in Hanoi.
In the morning, the Central Committee of the Party held a meeting in the meeting hall.
Comrade Pham Minh Chinh, Member of the Political Bureau and Prime Minister, chaired the meeting on behalf of the Political Bureau. The Central Committee observed a minute of silence in remembrance of the compatriots and soldiers who died and sacrificed their lives, and donated to support those affected by Typhoon No. 3.
Comrade Luong Cuong, Member of the Political Bureau and Standing Secretary of the Central Committee, on behalf of the Political Bureau, reported on the Program of the Tenth Conference of the Central Committee of the 13th Party Congress.
Comrade General Secretary and President To Lam presided over and delivered the opening speech at the Conference.
Following the opening session, the Central Committee of the Party worked in discussion groups on the draft Political Report to be submitted to the 14th Party Congress; and the Report summarizing some theoretical and practical issues on the socialist-oriented reform process in Vietnam over the past 40 years.
In the afternoon, the Central Committee of the Party worked in discussion groups on the draft Report assessing the 5-year implementation of the 10-year socio-economic development strategy 2021-2030, and the direction and tasks for socio-economic development in the 5 years 2026-2030; the draft Report assessing the implementation of the socio-economic development plan in 2024, and the projected socio-economic development plan for 2025; the Report assessing the implementation of the state budget in 2024, and the state budget estimates for 2025; the 3-year state financial and budget plan 2025-2027; and the policy on the investment project for the construction of the North-South high-speed railway.
In the evening, the Central Committee of the Party worked in discussion groups on the summary of personnel work of the 13th Central Committee and the direction of personnel work of the 14th Central Committee; the draft amendment and supplement to Decision No. 244-QĐ/TW, dated June 9, 2014, of the 11th Central Committee on promulgating the Regulations on Elections within the Party; and the draft report summarizing Party building work and the implementation of the Party Charter to be submitted to the 14th Party Congress.
