Discussing solutions to reduce traffic accidents.
(Baonghean.vn) - This morning (October 10), the National Traffic Safety Committee held an online conference to review the work of ensuring traffic order and safety in the first nine months of the year and to set out directions and tasks for the remaining months of 2023.
Presiding over the Hanoi location was Comrade Nguyen Van Thang - Member of the Central Committee of the Party, Minister of Transport. Representing Nghe An province were Comrade Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; along with representatives from relevant departments and agencies.
According to the report of the National Traffic Safety Committee, the situation in the first nine months of the year was as follows:traffic order and safetyThe situation nationwide is basically under control. Traffic accidents have been curbed and reduced in both the number of incidents and fatalities compared to the same period in 2022, with a decrease of 90 incidents and 60 fatalities. Notably, the number of traffic accidents caused by drivers violating alcohol concentration regulations during peak periods has decreased significantly compared to previous years. Violations related to overloading vehicles and vehicle modifications in localities have been fundamentally addressed...

In Nghe An province, over the past nine months, 127 traffic accidents occurred, resulting in 85 deaths and 90 injuries. Compared to the first nine months of 2022, the number of accidents decreased by 17, the number of deaths decreased by 11, and the number of injuries decreased by 9. To reduce traffic accidents, from the beginning of the year, the Provincial Traffic Safety Committee proactively advised the Provincial People's Committee to focus on directing and rectifying state management in all areas related to ensuring traffic order and safety. They also strengthened propaganda, education, and strict handling of traffic law violations.

The conference also focused on clarifying the shortcomings and limitations in ensuring traffic order and safety during the first nine months of the year. In particular, some localities still experienced exceptionally serious accidents, resulting in many deaths and injuries. Violations of road and railway safety corridors, vehicle load limits, and traffic congestion tended to increase in major cities... meant that the target of reducing traffic accidents by 5% to 10% was not achieved as expected.
Regarding the key directions and tasks for the fourth quarter of 2023, the National Traffic Safety Committee requests that ministries, sectors, and localities nationwide continue to effectively implement the Party's directives, the Government's resolutions, and the plan for the 2023 Traffic Safety Year. Focus on strengthening the dissemination of traffic laws and regulations. Increase patrols, inspections, and enforcement of violations, especially those related to drunk driving, speeding, and overloading. Effectively manage traffic infrastructure, driver training and testing; and vehicle inspection, particularly for transportation activities during the upcoming New Year and Lunar New Year holidays...
At the conference, representatives from many localities also proposed various solutions to reduce traffic accidents. Many opinions suggested the need to raise awareness among the general public; to promote the involvement of political and social organizations in disseminating information, educating, and popularizing traffic laws; to focus on addressing traffic accident hotspots on roads and railways; and to upgrade transportation infrastructure to prevent the emergence of new hotspots that compromise safety.

Concluding the conference, Minister of Transport Nguyen Van Thang agreed with the opinions and solutions presented by representatives from various ministries, sectors, and localities. He also emphasized that in the coming period, localities and relevant functional agencies need to strengthen propaganda efforts and strictly implement the directives of the Party and Government to minimize traffic accidents. They should continue to strengthen patrols and inspections to handle violations of traffic order and safety, prioritizing the inspection and handling of violations related to alcohol and drug use while driving; overloading of vehicles and roads; and resolutely holding accountable those who allow underage children to drive motorcycles and cars.
For provinces and cities with a high increase in traffic accidents during the first nine months of 2023, the Minister of Transport also proposed conducting a review and assessment of the responsibilities of each locality and sector for the increase in traffic accidents, assigning responsibility to the heads of departments in ensuring traffic order and safety; and incorporating the content of ensuring traffic order and safety into the monthly meetings of Party committees, People's Councils, and People's Committees at all levels to analyze, review, and propose effective solutions in the area....
