On the morning of October 2nd, the Nghe An Department of Science and Technology, in coordination with the Vinh City People's Committee, organized a scientific workshop on urban drainage in Vinh - current situation and solutions.

The workshop was chaired by: Mr. Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee; Mr. Tran Quoc Thanh - Director of the Department of Science and Technology; and Mr. Nguyen Hoai An - Chairman of the Vinh City People's Committee. Many scientists from central ministries and agencies, as well as representatives from provincial departments and agencies, attended the workshop.

Over the years, the rainwater and wastewater drainage system of Vinh City has received funding from projects of the German Reconstruction Bank and the World Bank, resulting in the construction of many important components. These projects are now largely complete, partially addressing flooding and wastewater treatment issues, and ensuring environmental sanitation.

However, due to rapid urbanization and increasingly complex climate change, Vinh City still faces flooding issues, requiring local authorities to constantly confront new challenges.

The Vinh Urban Drainage Workshop - Current Situation, Causes, and Solutions - gathered contributions from various perspectives, including scientists, to find in-depth solutions for each stage, aiming to address urban flooding and improve the quality of life in Vinh City.

The workshop heard reports from researchers assessing the current situation and causes of localized and widespread flooding in Vinh City. Based on this, they proposed immediate and long-term solutions.

Mr. Bui Ngoc Thanh, a Standing Committee member of the Nghe An Urban Planning and Development Association, proposed the following solution: The entire system of primary, secondary, and tertiary drainage ditches needs to be renovated, upgraded, and dredged periodically to ensure adequate flow. The drainage system south of the North Canal could be restructured by widening the opening and sloping it back towards the North Canal along Nguyen Van Cu and 3-2 streets. Several transfer pumping stations should be constructed to pump rainwater back to the North Canal.

Some other experts suggest that the city needs to build a complete drainage system. A comprehensive review of the city's current drainage network and surrounding affected areas should be conducted, based on which a drainage plan for the Nam - Hung - Nghi - Vinh City area should be developed, combined with irrigation and dike planning to combat flooding in the city.

Construct several new canal routes; expand main drainage channels and headworks. Build dikes and several pumping stations to combine gravity and pumped drainage for low-lying areas. Complete the system of branch and field drainage canals. Strictly manage the implementation of the plan, especially for new urban areas, to ensure consistency, long-term sustainability, and effectiveness in drainage.

Concluding the workshop, Mr. Huynh Thanh Dien, Vice Chairman of the Provincial People's Committee, acknowledged and agreed with the opinions of scientists and experts on urban drainage solutions. Over the years, Vinh City has made efforts to improve its drainage system, but due to limited resources, it has not been built comprehensively, and the management system remains limited.

Comrade Huynh Thanh Dien requested that Vinh City develop a comprehensive drainage system, including canals, ditches, and pumping stations, along with wastewater treatment. He emphasized the need to attract investment to prioritize urgent drainage projects and focus on maintaining existing drainage canals and ditches. Drainage solutions must be studied concurrently with urban development. In addition to a comprehensive plan, detailed solutions are needed for each project, urban area, and specific construction.

Furthermore, creating a database of the drainage system includes diagrams of drainage routes, drainage zoning, drainage direction, aperture, and elevation for the drainage system; serving research, operation, and investment in the construction of drainage works. Especially during the rainy season and floods, Vinh City needs better coordination with other sectors to effectively manage floodwaters.
