On June 19, 2025, the Minister of National Defence signed Decision No. 222/QD-BQP regarding the transfer and appointment of Colonel Nguyen Ky Hong, Political Commissar of the Nghe An Provincial Military Command, to the position of Deputy Head of Political Affairs of Military Region 4.

The Minister of National Defence also decided to transfer and appoint Colonel Nguyen Van An, Political Commissar of the 324th Division, to the position of Political Commissar of the Nghe An Provincial Military Command.

The conference approved the handover minutes for the position of Political Commissar of the Provincial Military Command to Colonel Nguyen Van An - former Political Commissar of the 324th Division, Military Region 4.

The handover included information on the local situation, functions, duties, and powers of the Provincial Military Command; organization and staffing; party organization and party members; the quality of the national defense officers, staff, and workers; and mass organizations.

Weapons, technical equipment, infrastructure; funding, capital funds, Party finances, fuel; national defense land; results of military and national defense tasks in the first six months of 2025 and key tasks for the last six months of 2025.

Speaking in his capacity as the handover officer, Colonel Nguyen Ky Hong - Deputy Head of the Political Department of Military Region 4 - respectfully thanked the Standing Committee of the Party Committee of Military Region 4 and the Standing Committee of the Political Department for their attention in assigning him the task in his new position; he also thanked the Provincial Party Committee, the Provincial People's Committee, and especially the Provincial Party Secretary and the Provincial Military Party Committee Secretary for their support and assistance during the past period.

Colonel Nguyen Ky Hong also expressed his sincere gratitude to the Standing Committee of the Party Committee, the commanders of departments, agencies, and officers and soldiers of the Provincial Military Command for their attention, support, and assistance in enabling him to complete his assigned tasks.

Speaking in his capacity as the handover recipient, Colonel Nguyen Van An, Political Commissar of the Provincial Military Command, expressed his honor at being entrusted with the new responsibility. He also pledged to dedicate himself fully to the responsibility, uphold the tradition of unity within the provincial armed forces, and work with the Standing Committee of the Provincial Military Command's Party Committee to advise the province on successfully implementing its assigned tasks.

First and foremost, the organization and operation of the regional defense command boards and commune military command boards must be effective, efficient, and successful in fulfilling their functions and tasks.

At the same time, we will thoroughly implement the tasks assigned by the Head of Political Affairs of the Military Region and the conclusions of the Provincial Party Secretary and the Secretary of the Provincial Military Party Committee at the conference that issued the Resolution on leading the implementation of military and national defense tasks and building the Party Committee for the last six months of 2025.

Speaking at the handover ceremony, the Provincial Party Secretary and Secretary of the Provincial Military Party Committee, Nguyen Duc Trung, extended his congratulations to Colonel Nguyen Ky Hong and Colonel Nguyen Van An on being entrusted by the Central Military Commission and the Minister of National Defense with new appointments to their respective positions.

The Provincial Party Secretary emphasized that, during his tenure, Colonel Nguyen Ky Hong has effectively utilized his abilities, experience, and knowledge to contribute to the work and tasks of the Provincial Military Command, making a positive contribution to the achievements that the Provincial Military Command has attained in the past.

In his new position, the Provincial Party Secretary hoped that Colonel Nguyen Ky Hong would continue to utilize his abilities and experience to excellently fulfill the assigned tasks; and continue to work closely with Nghe An province and the Provincial Military Command to carry out military and national defense tasks, especially in the context of reorganizing the local military to align with the two-tiered local government model.

Discussing the current situation with many difficulties and pressures regarding workload and completion deadlines, Provincial Party Secretary Nguyen Duc Trung expressed his hope that Colonel Nguyen Van An - Political Commissar of the Provincial Military Command - would quickly familiarize himself with the work and, together with the Standing Committee and the Executive Committee of the Provincial Military Party Committee, implement the assigned tasks.

The most important and primary task is to build and maintain internal unity and cohesion. Concluding the conference, Major General Le Hong Nhan - Deputy Commander and Chief of Staff of Military Region 4 - acknowledged and highly appreciated the achievements and contributions of Colonel Nguyen Ky Hong and requested that, in his capacity as Deputy Head of Political Affairs of Military Region 4, he should inherit the achievements, responsibilities, and capabilities to carry out and complete the assigned tasks.
