Affirming its role in internal affairs, and in preventing and combating corruption, waste, and negative practices.
Sixty years ago, on January 5, 1966, the Politburo issued a resolution establishing the Central Legal Affairs Commission, the predecessor organization of today's Central Internal Affairs Commission.
This event marks a significant milestone, demonstrating the Party's strategic vision in strengthening advisory roles on internal affairs, lawmaking, judicial reform, and the fight against corruption, waste, and negative practices.

Throughout various historical periods, with adjustments to its organizational structure, functions, and tasks to suit practical requirements, the Party's Internal Affairs sector has consistently affirmed its role as a strategic advisory body, contributing to maintaining discipline, law, political stability, and promoting national development.
Delivering a speech at the commemoration ceremony, Comrade Ho Le Ngoc - Member of the Standing Committee and Head of the Internal Affairs Department of the Nghe An Provincial Party Committee - reviewed the process of formation, construction, and development of the Party's internal affairs sector in general and the Internal Affairs Department of the Nghe An Provincial Party Committee in particular.
Accordingly, the provincial internal affairs advisory body was first established on January 28, 1976, when the province was still called Nghe Tinh.
In October 1988, in accordance with Resolution No. 3 of the 5th Central Committee, the Internal Affairs Department of the Nghe Tinh Provincial Party Committee was dissolved; the task of advising on internal affairs was assigned to the Provincial Party Committee Office.

In response to the new demands of Party building and socio-economic development, and in implementation of the Resolution and Conclusion of the 5th Plenum of the 11th Central Committee, the Central Internal Affairs Commission and the internal affairs commissions of the provincial and city Party committees directly under the Central Committee have been re-established.
On April 8, 2013, the Secretariat of the Central Committee issued regulations on the functions, tasks, and organizational structure of the internal affairs committees of provincial and city Party committees directly under the Central Committee.
Based on that, the Internal Affairs Department of the Nghe An Provincial Party Committee was re-established on June 13, 2013, and officially began operations on September 8, 2013, through the merger of the Office of the Provincial Steering Committee for Anti-Corruption and the Internal Affairs and Citizen Reception Department of the Provincial Party Committee Office.
Since its re-establishment, the Internal Affairs Department of the Nghe An Provincial Party Committee has done a good job advising on internal affairs, preventing and combating corruption, waste, and negative practices; and has successfully completed other tasks assigned by the Standing Committee and the Provincial Party Committee.
Speaking at the ceremony, Head of the Internal Affairs Department of Nghe An Provincial Party Committee Ho Le Ngoc affirmed that, with the attention and leadership of the Provincial Party Committee, directly and regularly from the Standing Committee and the Executive Committee of the Provincial Party Committee, they will continuously strive to meet the requirements of their tasks.
The officials and Party members of the Internal Affairs Department of the Nghe An Provincial Party Committee pledge to always remain united, strive to overcome difficulties, uphold their political integrity and fortitude, and successfully fulfill their assigned tasks, contributing to the successful achievement of the goals set forth in the Resolution of the 20th Provincial Party Congress.
"Courageous, knowledgeable, thorough, and timely."
Speaking at the ceremony, Comrade Nguyen Khac Than, Secretary of the Provincial Party Committee, on behalf of the Standing Committee of the Provincial Party Committee, warmly congratulated and praised the efforts, endeavors, and achievements of the cadres and civil servants of the Party's Internal Affairs sector in the recent past.

The Provincial Party Secretary emphasized that 2026 is of special importance: It is the first year of implementing the Resolution of the 20th Provincial Party Congress, term 2025-2030, with very high development goals and targets, including striving for an average GRDP growth rate of 12% or higher during the 2025-2030 period.
This is also the year of the Party Congresses at all levels, leading up to the 14th National Congress of the Party, and simultaneously, the election of deputies to the National Assembly and People's Councils at all levels for the 2026-2031 term.

This context places increasingly high demands on the Party's internal affairs work. Based on this, the Provincial Party Secretary outlined five key tasks for the sector. First, the sector needs to continue affirming its role as the core advisory and support agency for the Provincial Party Committee, and directly and regularly for the Standing Committee and the Executive Committee of the Provincial Party Committee, on internal affairs, combating corruption, waste, and negative practices, and judicial reform. It must regularly study and update regulations and guidelines from the Central Government to provide specific advice and implement them promptly, effectively, and appropriately to local realities, especially in the context of implementing the two-tiered local government model.

At the same time, it is important to do a good job of grasping and forecasting the situation, proactively advising the Standing Committee and the Provincial Party Committee to effectively lead and direct the handling of complex, prominent issues of public concern, especially those with non-traditional elements.
Continue to clearly demonstrate your stance, objectivity, and impartiality in handling work; implement a spirit of innovation and creativity, creating breakthroughs in the work of the Party's Internal Affairs sector; focus on advising and effectively implementing the Politburo's regulations on the responsibility of heads of Party committees in receiving citizens, engaging in direct dialogue with the people, and handling citizens' suggestions and feedback; and at the same time, advise on and handle complaints and denunciations more effectively and thoroughly.
Provincial Party Secretary Nguyen Khac Than also requested that the Standing Committee of the Provincial Steering Committee on preventing and combating corruption, waste, and negative phenomena continue to play its role; advising on the comprehensive and effective implementation of solutions to prevent and combat corruption, waste, and negative phenomena, with a focus on prevention in the spirit of "prevention first, combat later".

At the same time, the committee advised on accelerating the resolution of cases and incidents under the supervision and direction of the Provincial Steering Committee, as well as cases and incidents under the Political Bureau's Directive No. 26-CT/TW and the Secretariat's Guidance No. 04-HD/TW on strengthening the Party's leadership over law enforcement agencies in the investigation and handling of cases and incidents; proactively reviewing, identifying, and proposing to include in the Steering Committee's supervision and direction projects and works that are stalled, prolonged, facing difficulties and obstacles, showing signs of serious waste, or at risk of causing losses and waste.

The comrade also noted the need to strengthen coordination with central agencies and agencies within the provincial internal affairs sector to effectively resolve and handle issues directed by the Provincial Party Standing Committee and the Provincial Party Committee; and to consolidate, streamline, and stabilize the organizational structure in accordance with the spirit of "Lean - Compact - Strong - Efficient - Effective - Effective".

In particular, the sector needs to continue focusing on building a team of Party internal affairs officials who are truly capable, thrifty, honest, impartial, courageous in defending what is right, resolute in fighting against what is wrong, and possess the capacity and professional skills to meet the requirements of their tasks; promoting internal unity; and accelerating the application of information technology and digital transformation…
"With a 60-year tradition, along with unity, effort, determination, and high responsibility, officials and civil servants of the Party's Internal Affairs sector will continue to build upon the achievements in all aspects of their work, building the image of an Internal Affairs official who is 'courageous, knowledgeable, thorough, and timely,' worthy of the expectations of the Party, the State, and the People," the Provincial Party Secretary expressed his confidence.

Speaking at the commemoration ceremony, on behalf of the Central Internal Affairs Committee leadership, Comrade Dang Van Dung - Deputy Head of the Committee - acknowledged the very important contributions of the Internal Affairs Committees of provincial and city Party Committees in general, including the Internal Affairs Committee of Nghe An Provincial Party Committee in particular, to the overall achievements of the Party's internal affairs sector.
Pointing out valuable lessons learned during the process of building and developing the Party's Internal Affairs sector, Comrade Dang Van Dung hoped that the officials and staff of the Nghe An Provincial Party Committee's Internal Affairs Department would continue to uphold traditions, strive diligently, be united, loyal, honest, courageous, and creative, and effectively implement the important directions and tasks recently instructed by the Provincial Party Secretary.

In particular, the Deputy Head of the Central Internal Affairs Commission requested the thorough and serious implementation of the three major requirements and orientations of General Secretary To Lam for the Party's internal affairs sector.
First and foremost, internal affairs work must aim to maintain stability for national development, ensuring "internal harmony and external peace," effectively advising on and handling complex issues, risks, and potential sources of instability, ensuring a proactive stance and avoiding passivity and surprise.
It must effectively serve the socio-economic development requirements of the country in the new period; it must provide advice that both combats corruption, waste, and negative practices, and serves socio-economic development, ensuring continuous double-digit growth.
In directing the handling of violations, it is essential to prioritize the application of civil, economic, and administrative measures; ensure the principle of presumption of innocence during investigation, prosecution, and trial; and protect those who are innovative, creative, and courageous enough to think and act for the common good.

Internal affairs work must closely adhere to and serve the goal of building a clean and strong Party, enhancing the Party's governing and leadership capacity. It must continue to provide effective advice on the fight against corruption, waste, and negative phenomena, contributing to building a truly clean and strong Party with the courage and wisdom to lead the country into a new era.
