Selling or giving away a car: Must notify the place where the registration certificate was issued
As soon as there is a decision to transfer, sell, give or donate a car, the car owner must notify in writing the agency that issued the vehicle registration certificate for monitoring.
This is one of the notable contents in the draft 2 Circulars amending and supplementing a number of articles of Circular No. 15/2014/TT-BCA regulating vehicle registration of the Ministry of Public Security, which is being consulted.
According to this draft, if the vehicle owner does not notify, he/she must be legally responsible for the vehicle until the organization or individual who purchased, transferred, gifted, or donated the vehicle completes the procedures for registration, transfer of ownership, and vehicle relocation.

The draft also stipulates that for vehicles of agencies and organizations that have been registered and issued with blue background license plates and white letters and numbers, when there is a decision to transfer, sell, give, or donate, the vehicle owner must complete the procedures to withdraw and return the registration and license plates to the vehicle registration agency before handing over the vehicle to the organization or individual that purchased, transferred, donated, or donated the vehicle.
In addition, the draft also adds Clause 7, Article 19, which stipulates cases where vehicle registration certificates and license plates must be revoked, including: Registered vehicles, issued with license plates with a blue background, white letters and numbers, when there is a decision to transfer, sell, give, or donate; vehicles that have expired; vehicles that are not allowed to circulate according to the provisions of law; vehicles with conclusions from competent authorities that both the engine number and the chassis number have been cut off or only the engine number or chassis number has been cut off.
