Selling or gifting a car: You must notify the place that issued the vehicle registration certificate.
As soon as a decision is made to transfer, sell, give away, or donate a car, the owner must notify the agency that issued the vehicle registration certificate in writing for tracking purposes.
This is one of the notable points in draft 2 of the Circular amending and supplementing some articles of Circular No. 15/2014/TT-BCA regulating vehicle registration of the Ministry of Public Security, which is currently open for public comment.
According to this draft, if the vehicle owner fails to notify the authorities, they will be held legally responsible for the vehicle until the organization or individual who purchases, receives, or is given the vehicle completes the registration and transfer procedures.

The draft also stipulates that for vehicles of agencies and organizations that have been registered and issued license plates with a blue background and white letters and numbers, when a decision is made to transfer, sell, give, or donate the vehicle, the owner must complete the procedure to revoke and return the registration and license plates to the vehicle registration authority before handing over the vehicle to the organization or individual who buys, receives, or is given the vehicle.
In addition, the draft also adds Clause 7, Article 19, stipulating cases where vehicle registration certificates and license plates must be revoked, including: Vehicles that have been registered and issued license plates with a blue background and white letters and numbers, when there is a decision to transfer, sell, give, or donate; vehicles that have reached the end of their service life; vehicles that are not permitted to circulate according to the law; and vehicles that have been determined by a competent authority to have both the engine number and chassis number cut or welded, or only the engine number or chassis number cut or welded.
