The Standing Committee of the Provincial Party Committee held its regular November meeting.
On the afternoon of December 10th, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - chaired the regular November meeting of the Provincial Party Standing Committee to hear, give opinions on, and decide on matters within its authority.
Attending the session were: Comrade Vo Trong Hai - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Comrade Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation; comrades representing the Central Party Committee, the Central Inspection Committee, the Central Party Office in charge of Nghe An, members of the Provincial Party Standing Committee; along with leaders of the Provincial People's Committee and departments, boards, and agencies.

At the meeting, the Standing Committee of the Provincial Party Committee listened to and gave opinions on the development of the 2026 land price list for Nghe An province.
According to regulations, the Provincial People's Committee shall develop and submit to the Provincial People's Council for approval the initial land price list to be applied from January 1, 2026. Annually, the Provincial People's Committee is responsible for submitting to the Provincial People's Council adjustments, amendments, or additions to the price list, ensuring its up-to-date nature and consistency in state management of land.

The new land price list, once approved by the People's Council, will serve as the basis for calculating land use tax, fees, and compensation for land clearance; determining the financial obligations of citizens and businesses; and also as a basis for administrative penalties, market management, and many other areas.

In unanimous agreement, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - emphasized: The issuance of the new land price list for 2026 will have a significant impact on people's lives and production and business activities. The Standing Committee of the Provincial Party Committee unanimously approved the development of the 2026 land price list in Nghe An province.
At the same time, it is requested that the Provincial People's Committee develop the 2026 land price list in a way that ensures compliance with legal regulations, contributes to market stability, enhances transparency, and creates a favorable investment environment, following the procedures stipulated by law before submitting it to the Provincial People's Council for approval.

Next, the Standing Committee of the Provincial Party Committee listened to and commented on the Report summarizing the work of inspection, supervision and disciplinary enforcement within the Party in 2025; and the work program of inspection and supervision of the Standing Committee of the Provincial Party Committee in 2026.
Agreeing with the contents presented by the Provincial Party Committee's Inspection Commission, the Standing Deputy Secretary of the Provincial Party Committee, Hoang Nghia Hieu, requested the drafting agency to further refine the reports based on the feedback.

In 2026, the Provincial Party Committee's Inspection Commission will continue to advise on and ensure sufficient personnel are assigned to inspection work at the commune and ward levels; and strengthen professional training and skills development at the grassroots level.
The Deputy Secretary of the Provincial Party Committee emphasized that, in response to new requirements, in December 2025, the Standing Committee of the Provincial Party Committee will establish 12 working groups to conduct inspections and supervision of key issues in communes and wards.
This provides an overall picture of the situation and a direction for promptly resolving difficulties and obstacles after the implementation of the two-tiered local government system.

Regarding the Report on the Implementation of the Party's Budget Estimate for 2025 and the Plan for the Party's Budget Estimate for 2026, Comrade Hoang Nghia Hieu affirmed that funding for Party activities will be ensured. For the commune level, the Provincial People's Committee is tasked with developing a plan for funding the procurement of terminal equipment to support digital transformation and the implementation of Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation, and national digital transformation at the commune level.
Also at the meeting, the Standing Committee of the Provincial Party Committee unanimously approved the content of the handover of civil servant and public employee positions in the Party, Fatherland Front, and political and social organizations for 2026, as presented by the Provincial Party Committee's Organization Department.
The Standing Committee listened to the program and content of the 2025 year-end regular session of the 18th Provincial People's Council, term 2021-2026. Accordingly, the 35th session (the 2025 year-end regular session) of the 18th Provincial People's Council, term 2021-2026, will take place over two days (December 11 and 12) at the Thanh Vinh Ward Conference Center.
