The Standing Committee of the Nghe An Provincial Party Committee has outlined the direction for restructuring public service units, schools, and medical facilities in the province.

The Standing Committee of the Nghe An Provincial Party Committee has just issued Plan No. 01-KH/TU, dated October 5, 2025, on continuing the reorganization of the political system's organizational structure in Nghe An province.

This includes a request to review, research, and propose a plan for restructuring public service units, schools, and medical facilities under the leadership and management, according to the following guidelines:

Regarding the restructuring of public non-profit organizations in the education sector.The Standing Committee of the Provincial Party Committee emphasized the serious implementation of Resolution No. 71-NQ/TW, dated August 22, 2025, of the Politburo on breakthroughs in the development of education and training.

Accordingly, the orientation is: Basically, maintain the existing public high schools, middle schools, primary schools, multi-level schools, and kindergens; in cases where rearrangement or adjustment is necessary, careful study must be conducted to select the most optimal solution, ensuring convenience and serving the needs of the people and students; promote socialization in areas where conditions permit.

Simultaneously, vocational education centers and continuing education centers will be merged into vocational training centers equivalent to high school level, under the direct management of the Department of Education and Training, to provide public services across inter-communal and inter-ward areas.

The entire province has a maximum of 3 vocational schools to train skilled workers to serve socio-economic development and attract investment in the locality (excluding schools that are self-sufficient in covering their operating expenses or more).

Regarding the restructuring of public non-profit organizations in the healthcare sector.The Standing Committee of the Provincial Party Committee requests the serious implementation of Resolution No. 72-NQ/TW, dated September 9, 2025, of the Politburo on some breakthrough solutions to strengthen the protection, care, and improvement of people's health.

Strengthening a modern preventive healthcare system with sufficient capacity to monitor, provide early warning, promptly control disease outbreaks, and proactively organize and implement disease prevention activities.

The Standing Committee of the Provincial Party Committee clearly stated: Maintain existing provincial-level public hospitals; promote socialization in areas where conditions permit. At least one provincial-level hospital should achieve specialized status; there should be a geriatric hospital or a general hospital with a geriatric department.

Simultaneously, commune and ward health stations under the direct management of the commune-level People's Committee and outpatient clinics will be established based on the former commune-level health stations to meet the needs of disease prevention, primary healthcare, and basic medical examination and treatment for the people in the area. The district health center and general hospital (formerly) will be assigned to organize healthcare, examination, and treatment in inter-commune and ward areas.

Regarding the restructuring of public service units in other sectors,The Standing Committee of the Provincial Party Committee clearly stated the principle: Based on Resolution No. 19-NQ/TW, dated October 25, 2017, of the 6th Plenum of the 12th Central Committee and the directives of the Government and guidance from specialized ministries, the review and reorganization of public non-business units under its management will be carried out in a streamlined manner, ensuring effective and efficient operation, and guaranteeing that one public non-business unit can provide multiple public services of the same type, thereby significantly reducing the number of units and overcoming overlapping, fragmentation, and duplication of functions and tasks.

Accordingly, for public service units directly under the Provincial People's Committee and under the provincial-level government departments and agencies, the Provincial Party Standing Committee directs: Research, review, and propose the rearrangement and reorganization of public service units directly under the Provincial People's Committee according to the principles mentioned above.

At the same time, continue to research, review, and reorganize public service units under the departments. Each department (except the Department of Education and Training and the Department of Health) will maintain only one public service unit performing functions serving state management, while the remaining public service units will be self-sufficient in covering their operating expenses or more.

At the commune level, based on practical needs, regional project management boards for inter-commune/ward areas or commune-level project management boards may be established if necessary. These project management boards operate on a self-financing basis, ensuring their own operating costs. Simultaneously, research should be conducted on establishing a commune-level public service unit to provide basic and essential public services to residents in the area (such as in the fields of culture, sports, information, communication, environment, agriculture, etc.); and promoting social mobilization in areas where conditions permit.

Furthermore, in Plan No. 01, the Provincial Party Standing Committee also outlined the arrangement of state-owned enterprises, including restructuring, equitization, and divestment of state capital according to the principle: State-owned enterprises should only focus on key, essential, and strategic sectors; important areas and national defense and security; and necessary sectors where enterprises from other economic sectors do not invest…

The Standing Committee of the Provincial Party Committee assigns the Standing Committee of the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee in directing specialized agencies to coordinate and advise the Provincial People's Committee on developing a comprehensive plan and scheme for the restructuring and streamlining of the internal organizational apparatus of provincial-level departments, agencies, and units; public service units, schools, medical facilities; and state-owned enterprises under its leadership and management, along with an implementation roadmap in accordance with the orientations of the Central Steering Committee and the Government Steering Committee. This plan should be submitted to the Standing Committee of the Provincial Party Committee before October 20, 2025, for consideration and approval, or for submission to the competent authority for approval and implementation.
