The Standing Committee of Nghe An Provincial Party Committee has just issued Plan No. 01-KH/TU, dated October 5, 2025, on continuing to reorganize the apparatus of the political system of Nghe An province.

Including the requirement to review, research, and propose plans to arrange public service units, schools, and medical facilities under the scope of leadership and management, according to the following orientation:
On the arrangement of public service units in the education sectorThe Provincial Party Standing Committee emphasized the serious implementation of Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthrough in education and training development.
Accordingly, the orientation: Basically maintain the existing public high schools, middle schools, primary schools, inter-level schools, and kindergartens; in cases where it is necessary to arrange or adjust, it is necessary to carefully study and select the most optimal solution, ensuring convenience and serving the needs of the people and students; promote socialization in places with sufficient conditions.
At the same time, vocational education centers and continuing education centers will be merged into vocational training centers equivalent to high school level under the Department of Education and Training to provide public services in inter-commune and ward areas.
The whole province has a maximum of 3 vocational schools to train skilled workers to serve socio-economic development and attract local investment (not including schools that are self-sufficient in regular expenditure or more).
On the arrangement of public service units in the health sector, The Provincial Party Standing Committee requested to seriously implement Resolution No. 72-NQ/TW, dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health.
Strengthening the modern preventive healthcare system with sufficient capacity to monitor, provide early warning, promptly control epidemics, and proactively organize and implement disease prevention activities.
The Provincial Party Standing Committee pointed out: Maintain the existing provincial public hospitals; promote socialization in places with sufficient conditions. The provincial level must have at least one specialized hospital; have a geriatric hospital or a general hospital with a geriatric department.
At the same time, establish commune and ward health stations under the People's Committees at the commune level and medical examination points on the basis of the previous commune health stations to meet the needs of disease prevention, primary health care, and basic medical examination and treatment for the people in the area. Assign the health center and the district general hospital (formerly) to organize care, examination and treatment in inter-commune and ward areas.
Regarding the arrangement of public service units in other fields,The Provincial Party Standing Committee pointed out the principle: Pursuant to Resolution No. 19-NQ/TW, dated October 25, 2017 of the 6th Central Conference, Session XII and the Government's directive documents, and instructions of specialized ministries to review and reorganize public service units under their management in the direction of streamlining, effective and efficient operations, ensuring the principle that a public service unit can provide many public service services of the same type, in order to significantly reduce the number of focal points, overcome overlaps, dispersion, and duplication of functions and tasks.
Accordingly, for public service units under the Provincial People's Committee and under the departments and branches of the provincial government, the Provincial Party Standing Committee directs: Research, review, propose to arrange and reorganize public service units under the Provincial People's Committee according to the above principles.
At the same time, continue to research, review, arrange and reorganize public service units under the department. Each department (except the Department of Education and Training and the Department of Health) only maintains one public service unit to perform the function of serving State management, the remaining public service units are self-sufficient in regular expenditure or more.
For the commune level, based on practical requirements, it is possible to establish inter-commune and ward project management boards or commune-level project management boards if necessary. Project management boards operate under a financial autonomy mechanism, ensuring their own operating costs. At the same time, research on the establishment of a commune-level public service unit to provide basic and essential public services to local people (such as in the fields of culture, sports, information, communication, environment, agriculture, etc.); promote socialization in places with sufficient conditions.

The Standing Committee of the Provincial Party Committee assigned the Standing Committee of the Provincial People's Committee Party Committee to lead the Provincial People's Committee to direct specialized agencies to coordinate and advise the Provincial People's Committee to develop a project and overall plan on arranging and streamlining the internal apparatus of departments, branches, agencies, provincial-level units; public service units, schools, medical facilities; State-owned enterprises under the leadership and management scope and implementation roadmap according to the directions of the Central Steering Committee, the Government Steering Committee, to submit to the Standing Committee of the Provincial Party Committee before October 20, 2025 for consideration, approval or submission to competent authorities for approval and implementation.
