The Standing Committee of the Nghe An Provincial Party Committee established a specialized research unit.
According to Decision No. 1046-QD/TU issued on July 31, the Provincial Specialized Research Unit is tasked with advising and assisting the Standing Committee of the Provincial Party Committee, and is directly supervised, managed, and assigned tasks by the Provincial Party Secretary. The Chief of the Provincial Party Committee Office is also assigned to be the Head of the Unit.
On the same day, July 31st, the Standing Committee of the Provincial Party Committee issued Regulation No. 12-QC/TU on the organization and operation of the Provincial Specialized Research Unit.
According to regulations, the specialized research unit is responsible for researching, advising, and consulting the Standing Committee of the Provincial Party Committee, specifically the Provincial Party Secretary, in leading, directing, and managing affairs; researching and synthesizing practical experiences; identifying and proposing issues requiring focused leadership and direction; and advising on orientations and solutions to support the development of policies, mechanisms, and the organization and implementation of the province's political tasks.
This department focuses on performing five tasks: researching, advising, and proposing content as assigned by the Provincial Party Secretary; synthesizing, analyzing, and evaluating the practical situation; and proposing directions and solutions to serve leadership and guidance work.
Simultaneously participate in research, provide feedback, and refine projects, programs, plans, mechanisms, policies, and other content as required.
Chair or participate in the implementation of specialized topics, projects, and research tasks as assigned; perform other tasks assigned by the Provincial Party Secretary.
The regulations grant the Specialized Research Unit the right to access necessary information, documents, and data to serve its research, consulting, critique, and advisory tasks as assigned by the Provincial Party Secretary and in accordance with Party regulations, State laws, and Provincial Party Committee regulations; to request agencies, units, and localities to provide information, documents, data, reports, explanations, and clarifications related to its assigned tasks; requests for information must be made through the Head of the Unit or an assigned member.
On the other hand, this department is entitled to attend meetings and working sessions chaired by the Provincial Party Secretary or other meetings when the content relates to the assigned tasks; propose organizing field surveys, workshops, seminars, seeking expert opinions, and obtaining feedback from relevant agencies to finalize research products and provide advice as assigned.
The regulations also clearly stipulate that information and documents outside the scope of assigned duties must not be requested, accessed, or used; and that information and documents must not be used for personal purposes or other purposes contrary to regulations.
According to regulations, the specialized research unit is under the direct, regular, and comprehensive leadership and guidance of the Provincial Party Secretary; it adheres to the regulations of the Party, the laws of the State, the regulations of the Central Committee and the Provincial Party Committee, and the regulations; and it ensures objectivity, scientific rigor, prudence, timeliness, accuracy, practicality, and effectiveness.
The specialized research department operates relatively independently in terms of expertise within the scope of its assigned tasks; the assignment of tasks ensures clarity regarding the person, the task, the time, the responsibility, the authority, and the expected results.
Each task must clearly define the lead person, collaborators, implementation schedule, output, level of confidentiality, and accountability; emphasizing individual responsibility, especially the responsibility of the lead person in advising on each task and each output.
Members of the Specialized Research Department are evaluated primarily based on their output, quality of advice, progress in task completion, organizational discipline, sense of responsibility, and the extent to which they meet work requirements.
According to regulations, the establishment of a specialized research unit does not increase the number of organizational units or personnel; the number of staff is considered and decided by the Standing Committee of the Provincial Party Committee; the total additional personnel allocated to the Provincial Party Committee Office, beyond the annual allocation, must not exceed the total personnel allocated to the province by the Central Government.
Members of the Specialized Research Unit work on a full-time basis as decided by the competent authority (the Head of the Unit is concurrently held by the Chief of the Provincial Party Committee Office); they retain the benefits and policies they received before being assigned to the Specialized Research Unit; and they are entitled to other benefits and policies as prescribed.
The consideration of assigning and utilizing personnel after their time working in the specialized research department is based on work needs, standards, conditions, evaluation results, and specific outputs; there is no default to reassigning them to their previous positions.
The decision to establish the Provincial Specialized Research Unit takes effect from the date of signing.
