Central Organizing Committee: 172 department-level leaders nationwide have been reduced

Reduce 172 department-level leaders

In December and the fourth quarter of 2018, the entire sector advised the Party Committees to deploy the contents of conclusions and regulations related to the work of organizing and building the Party after the 8th Central Conference, term XII, including the Regulation on the exemplary responsibility of cadres and Party members, first of all Politburo members, Secretariat members, and Central Executive Committee members. The Party Committees at all levels advised on the establishment and implementation of the working programs of sub-committees to prepare for the Party Congresses at all levels for the 2020-2025 term.

The whole sector has also focused on summarizing and evaluating the 2-year implementation of Resolution 4 of the 12th Central Committee on strengthening Party building and rectification, preventing and repelling ideological, political, moral and lifestyle degradation, manifestations of "self-evolution" and "self-transformation" within the Party; implementing Resolution No. 26 - NQ/TW on focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the tasks...

The industry has also focused on carrying out regular work in areas such as: organization, apparatus, payroll, job positions; personnel work; grassroots party organizations and party members; internal political protection work.

In particular, according to the assessment of the Central Organizing Committee, the implementation of policies on restructuring the political system to be streamlined and operate effectively and efficiently has achieved very positive results.

By October 31, 2018, central agencies had reduced 7 general department-level units, 202 department-level units, 14,834 division-level units; 11 general department-level leaders, 178 department-level leaders; 881 division-level leaders, and reduced 933 positions due to rearrangement. In provincial and municipal Party Committees, 65 department-level organizations and 5,120 division-level focal points were reduced; 172 department-level leaders and 8,351 division-level leaders were reduced, and 59,726 positions were reduced.

The whole industry has been proactive and active in effectively implementing propaganda work on Party building. In particular, for the National Press Award on Party building: "Golden Hammer and Sickle" - the 3rd time, 2018, the Preliminary Council met and unanimously selected 101 works for the final round. The award ceremony is scheduled to be held on January 25, 2019 in Hanoi.

Fighting negativity in the work of appointment, promotion and planning of cadres

Concluding the conference, comrade Pham Minh Chinh assessed that in the fourth quarter and December 2018, the Party Organization and Building sector achieved relatively comprehensive results and basically completed the proposed projects, contributing to improving the leadership capacity and fighting strength of the Party organization and Party members, especially contributing to preventing and repelling negativity in planning work, taking votes of confidence and other related personnel work.

In the first quarter of 2019, the whole industry continued to advise on the organization and effective implementation of Central Resolutions 4, 6, 7, 8 (term XII) and Central Resolution 4 (term XI, XII) on Party building and rectification; implementing resolutions and action programs on innovation, organizational arrangement, streamlined apparatus, effective and efficient operations; implementing regulations on setting examples associated with implementing Directive 05 of the Politburo and fighting negativity and corruption...

Comrade Pham Minh Chinh also noted that the entire industry also deployed plans and directions to implement the 2019 work program. The Party Committees at all levels advised on the establishment of subcommittees to prepare for the Party Congresses at all levels for the 2020-2025 term, towards the 13th National Party Congress.

The most important task for the Party Organization and Building sector is to continue reviewing and evaluating cadres in the spirit of Resolution 7 of the Central Committee, newly issued Party regulations, and to grasp the situation of cadres at all levels of management, on that basis, to advise the Party Committee at the same level to perfect and supplement the Party Committee.
