At the Nghe An location, comrades Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; and Ho Phuc Hop - Member of the Standing Committee and Head of the Provincial Party Committee's Organization Department, presided over the meeting, with the participation of leaders from the organization departments of cities, towns, and subordinate Party committees.

172 department-level leaders were laid off.

In December and the fourth quarter of 2018, the entire sector advised Party committees on the implementation of conclusions and regulations related to Party building and organization work following the 8th Central Committee Meeting, 12th term, including the Regulation on the responsibility of setting an example for cadres and Party members, first and foremost the Politburo members, Secretariat members, and Central Committee members. Party committees at all levels advised on the establishment and implementation of work programs for subcommittees preparing for the Party congresses at all levels for the 2020-2025 term.

The entire sector also focused on summarizing and evaluating the two-year implementation of Resolution No. 4 of the 12th Central Committee on strengthening Party building and rectification, preventing and repelling ideological, political, moral, and lifestyle degradation, and manifestations of "self-evolution" and "self-transformation" within the Party; and implementing Resolution No. 26-NQ/TW on focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capabilities, and prestige, commensurate with the tasks...

The sector has also focused on carrying out regular work in areas such as: organization, structure, staffing, and job positions; personnel work; grassroots party organizations and party members; and internal political security work.

According to the Central Organizing Committee's assessment, the implementation of policies on streamlining the organizational structure of the political system to ensure efficient and effective operation has achieved very positive results.

By October 31, 2018, central agencies had reduced 7 general-department-level units, 202 departmental-level units, and 14,834 divisional-level units; 11 general-department-level leaders, 178 departmental-level leaders, and 881 divisional-level leaders, resulting in a reduction of 933 personnel due to restructuring. At the provincial and city levels, there was a reduction of 65 departmental-level organizations, 5,120 divisional-level units; 172 departmental-level leaders, 8,351 divisional-level leaders, and a reduction of 59,726 personnel.

The entire sector has proactively and effectively implemented propaganda work on Party building. Specifically, for the 3rd National Press Award on Party Building: "Golden Hammer and Sickle" in 2018, the preliminary judging panel met and unanimously selected 101 works for the final round. The award ceremony is scheduled to be held on January 25, 2019 in Hanoi.

Concluding the conference, Comrade Pham Minh Chinh assessed that in the fourth quarter and December 2018, the Party Organization and Construction sector had achieved relatively comprehensive results and basically completed the projects set out, contributing to improving the leadership capacity and fighting strength of Party organizations and Party members, especially contributing to preventing and repelling negative phenomena in planning, confidence votes, and other related personnel work.

In the first quarter of 2019, the entire sector continued to advise on and effectively implement Central Resolutions 4, 6, 7, and 8 (12th Party Congress) and Central Resolution 4 (11th and 12th Party Congresses) on Party building and rectification; implement resolutions and action programs on innovation and streamlining of organizational structures for effective and efficient operation; implement regulations on setting examples in conjunction with implementing Directive 05 of the Politburo and combating negativity and corruption…

Comrade Pham Minh Chinh also noted that the entire sector is implementing the plan and direction for the 2019 work program. The Party Committee's organizing committees at all levels are advising on the establishment of subcommittees to prepare for the Party Congresses at all levels for the 2020-2025 term, leading up to the 13th National Party Congress.

A crucial task for the Party Organization and Construction sector is to continue reviewing and evaluating cadres in accordance with the spirit of Central Resolution 7 and newly issued Party regulations, and to closely monitor the situation of cadres under management at all levels. Based on this, they should advise the Party committees at the same level on consolidating and supplementing Party committees.

"We must especially combat corruption in the appointment, promotion, and planning of cadres," the Head of the Central Organization Department emphasized the task. "We have done well recently, and we must do even better in the future."
