Upon being appointed Director of the Hau Giang Department of Industry and Trade, Mr. Huynh Thanh Phong met four out of five criteria as stipulated by the Ministry of Industry and Trade.

On December 28, the Hau Giang Provincial Party Committee's Organization Department completed its review of the process for nominating and appointing Mr. Huynh Thanh Phong (35 years old), Director of the Department of Industry and Trade, and reported the findings to the Standing Committee of the Party Central Committee and the Central Organization Department.

Mr. Huynh Thanh Phong, son of former Hau Giang Party Secretary Huynh Minh Chac (retired in October 2015), is considered one of the youngest department directors in the country.

Previously, public opinionclaiming that Mr. PhongHe experienced a "miraculous" rise through the ranks.The Standing Committee of the Hau Giang Provincial Party Committee subsequently requested an investigation into the process of promoting and appointing this official.

The review results show that, according to the 2008 decision of the Ministry of Industry and Trade on the promulgation of standards for Directors of Departments of Industry and Trade, at the time of his appointment as Director of the Department in July 2015, Mr. Phong met four out of five standards.

Specifically, Mr. Phong holds a Bachelor's degree in Finance and Credit, a Master's degree in Business Administration, and has been involved in the industry from 2008 to 2015. He has completed the State management program for senior specialists; in March, he was appointed to this position.

The Director of the Department of Industry and Trade of Hau Giang Province holds an advanced degree in political theory, awarded in November 2013.He also meets the standard for proficient use of office computer software for work purposes, having obtained a Level A Computer Science certificate in 2011.

Regarding the requirement of knowing at least a C level in a common foreign language, Mr. Phong did not meet the standard, as he only had a B level in English.

According to the investigation results, from November 2008 to December 2010, Mr. Phong worked as an employee at the Investment and Development Bank, Hau Giang branch, then transferred to Lien Viet Bank at the Hau Giang branch and Can Tho branch.

In early 2011, Mr. Phong transferred to work at the Hau Giang Industrial Parks Management Board. By May 2011, he held the position of Deputy Head of the Labor Management Department at this unit.

From June 2012 to February 2013, Mr. Phong transferred to work at the Hau Giang Provincial Land Development Fund.When Hau Giang province decided to transform the Land Development Fund into the Hau Giang Investment and Development Fund, he was appointed Head of the Credit Department, and in May 2014, he was promoted to Deputy Director of the same unit.

A year later, at the age of 33, Mr. Phong was appointed Director of the Department of Industry and Trade by the Chairman of the People's Committee of Hau Giang Province, Tran Cong Chanh. Three months later, he was elected to the Executive Committee of the Hau Giang Provincial Party Committee for the 2015-2020 term. In 2016, as Director of the Department of Industry and Trade, he was elected as a delegate to the Hau Giang Provincial People's Council, 9th term, 2016-2021.
