Heartbreaking incidents
The Great Unity Day should be a happy day, showing the solidarity of the village and neighborhood. However, for the people of Xuan Lam hamlet, Nghia Hung commune, Nghia Dan district, November 18, 2019 was a sad day and became a haunting day forever. That was on the afternoon of November 18, Mr. Nguyen Van Long (born in 1967) and Mr. Hoang Van Duc (born in 1985), both residents of Xuan Lam hamlet, attended a meal on the Great Unity Day organized by the hamlet.
After eating and drinking, Mr. Long and Mr. Duc, along with many others, went to Mr. Nguyen Van Hai's house in the same neighborhood to sing karaoke. There, a conflict arose between Mr. Long and Mr. Duc. Thinking that Mr. Long had drunk too much alcohol and had many unkind words and actions, Mr. Duc slapped Mr. Long in the face and chased him away.
At around 10:30 p.m. the same day, Mr. Long took a 42cm long knife to Mr. Nguyen Van Hai's house and called Mr. Duc out to talk. Mr. Long used the knife he was carrying to stab Mr. Duc three times, one of which pierced his abdomen. After committing the crime, Mr. Long fled the scene and was arrested at 3 a.m. on November 19. Although Mr. Duc was taken to the hospital by local people for emergency treatment, he died at 4 a.m. on November 19 due to severe injuries.
For the act of Murder, the Investigation Police Agency of Nghe An Province Police decided to prosecute the case, prosecute the accused and detain Mr. Nguyen Van Long not long after that.

In another case, the perpetrator also committed a crime against a relative after consuming beer and alcohol, just because of a reminder to tidy up the vehicle. Accordingly, on the evening of May 25, 2019, Mr. Nguyen Van Loi (born in 1962, a police officer of Hamlet 8, Cat Van Commune, Thanh Chuong District) came to help with a wedding at the house of Mr. Nguyen Van Thanh in the same hamlet. Here, seeing Mr. Nguyen Duc Hong (born in 1969) parking his motorbike, obstructing traffic, Mr. Loi came out to remind him to tidy up the vehicle, but Mr. Hong did not agree.
The two sides got into an argument but were stopped by the locals so they broke up. After drinking at the wedding night, at around 8pm that same day, Mr. Hong went into Mr. Thanh's kitchen, took a sharp knife, went to Mr. Loi who was standing outside and suddenly stabbed him 4 times in a row.
Although he was taken to the hospital by local people, Mr. Loi died. After committing the crime, Mr. Nguyen Duc Hong threw away the knife and fled the scene in the mountainous area of Cat Van commune, Thanh Chuong district. At 6:00 a.m. on May 26, 2019, knowing that he could not escape, Mr. Nguyen Duc Hong surrendered to the Cat Van commune police station.
Recently, on December 26, 2019, the People's Procuracy of Do Luong district approved the decision to prosecute the case, prosecute the accused and approve the detention order against Truong Dinh Binh (born in 1978), residing in Dong Son commune, Do Luong district for the crime of "Intentionally causing injury".
Before that, at around 8:00 p.m. on December 16, 2019, after going out drinking, Truong Dinh Binh continued to buy more alcohol to drink at home. When he got home, he saw his wife, Thai Thi H (born in 1976), and son preparing to serve dinner, while Binh took out alcohol to drink. After H and her son finished eating, she left the tray on the table and went to bed.

At the investigation agency, Truong Dinh Binh confessed all his crimes against his wife. He is currently being detained at the Nghe An Provincial Police Detention Center.
According to statistics from the Criminal Police Department of Nghe An Province Police, from the beginning of 2019 to now, there have been 29 murder cases in the province, with 31 subjects, causing 29 deaths and 6 injuries, in which the main cause stemmed from small conflicts, but because the subjects had used alcohol and beer before, they could not control their behavior.
What is the solution to prevent?
Lieutenant Colonel Vo Quoc Huy - Deputy Head of the Social Order Investigation Team, Criminal Police Department of the Provincial Police, said that alcohol abuse not only increases traffic accidents and family tragedies, but also increases criminal cases. In fact, recently, many criminals after consuming alcohol have become hooligans, extremists, and lose control of themselves, so just because of small conflicts, it leads to murder with serious consequences.

According to Lieutenant Colonel Huy, any crime can be prevented, but drunkenness leading to murder is very difficult. However, along with social prevention work, the authorities will coordinate with agencies, departments, branches, and organizations to strengthen education and propaganda work on healthy and progressive lifestyles for the people. In addition, the local government needs to promote the effectiveness of mass organizations, promptly reconcile small conflicts among the people, and prevent conflicts and stabbings leading to injuries and deaths.
When a person drinks alcohol in a drunken state, the first stage of drunkenness is the stage of emotional excitement. Alcohol affects the central nervous system, making people unable to control their thoughts and actions. Especially at this time, if someone provokes or prevents them, they can easily get angry, causing fights and very easily causing murder due to uncontrolled behavior.
The consequences of alcohol abuse are clear, however, according to statistics published by the World Health Organization (WHO) in 2018, on average, a Vietnamese person aged 15 and over consumes up to 8.4 liters of pure alcohol; the third highest in Asia, after Laos with 10.4 liters and South Korea with 10.2 liters. Notably, up to 50.2% of men drink alcohol at a harmful level, and of these, up to 55.5% of people aged 15-19 years old. With the current consumption rate, WHO estimates that on average, a Vietnamese person aged 15 and over will consume up to 9.9 liters of alcohol by 2020 and 11.4 liters by 2025. So, what is the reason for the above alarming number?
According to cultural researchers, drinking alcohol is a culinary beauty in Vietnamese culture. However, this cultural beauty is currently becoming distorted due to the habit of uncontrolled drinking. People consider the ability to drink alcohol and beer as the key, the measure in many relationships. Along with that is the concept that if you drink, you must be drunk, if you are not drunk, you cannot go home, in accordance with the spirit of "alcohol cannot be forced, forced cannot be slow, but slowly it will go away"... The consequence is that when conflicts arise, some people cannot control their behavior, leading to regrettable actions, some lose their lives, others go to jail...

It is thought that, to prevent and minimize the harmful effects of alcohol, especially not to let alcohol incite murder cases, in addition to strict handling by the authorities with a fairly strong sanction according to the Law on Prevention and Control of Harmful Effects of Alcohol, which took effect from January 1, 2020. It is necessary to strengthen propaganda work, ensuring that it is accurate and targeted, to change the behavior of forcing people to drink alcohol, inciting them to drink alcohol... And above all, everyone must be self-controlled so as not to abuse alcohol, leading to painful consequences.
On June 14, 2019, the 14th National Assembly, 7th session, passed the Law on Prevention and Control of Harmful Effects of Alcohol and Beer No. 44/2019/QH14. This Law consists of 07 Chapters and 36 Articles and takes effect from January 1, 2020.

(Baonghean.vn) - The 2019 Law on Prevention and Control of Alcohol and Beer Harms, consisting of 7 chapters and 36 articles, was passed by the National Assembly at the 7th session and will take effect from January 1, 2020. Article 5 of this Law lists 13 prohibited acts.
