According to a report from Microsoft, Vietnam is ranked among the top 5 countries with the lowest online civility index. This situation reflects the prevalence of misinformation, hate speech, and negative behaviors occurring in the country's online space.

In the digital age, social media has become an important forum for expressing opinions and engaging in debate. However, a significant portion of users, especially young people, are tending to react inappropriately, easily falling into personal attacks instead of constructive dialogue.

When these deviant behaviors become widespread, they risk eroding moral boundaries, fostering communication habits lacking empathy and emotional control, and creating a social environment devoid of cohesion and mutual respect.

Solutions from regulatory bodies and experts

In light of this situation, the Ministry of Culture, Sports and Tourism has released the second draft of the Code of Conduct for online public consultation. The goal of the code is to contribute to building a civilized online environment where everyone behaves responsibly and respects each other.

Sharing his thoughts on this issue, journalist Hoang Anh Tu said: "If we only issue bans, we will naturally only be able to deal with things after they have already happened... Therefore, all codes of conduct should focus on preventing problems from occurring. I think the most important thing is to educate people about digital awareness and digital civilization, and to incorporate this into schools."

Experts also believe that, although not legally binding, this code of conduct is still an important cultural framework that helps guide behavior and build a safe and humane online environment.
