The year 2025 concludes with a particularly important milestone in the field of social security as the 2024 Social Insurance Law and the amended and supplemented Health Insurance Law officially come into effect. Through a "cutting-edge" communication strategy and skillful "people mobilization" spirit, seeds of social security have been sown throughout Nghe An province, helping the locality maintain its leading position nationwide in the number of people participating in voluntary social insurance, bringing the "sweet fruits" of retirement to many people just before the Lunar New Year of 2026.
In the final days of 2025, across the roads from urban areas to remote villages in Nghe An province, the atmosphere of the "final push" communication campaign was extremely urgent. With the motto "Going to every alley, knocking on every door, reaching every individual," the image of Social Insurance officials diligently providing advice at market stalls or during dialogues and propaganda conferences in residential areas has become familiar. They are quietly sowing seeds of social security with the hope that every citizen will have a solid foundation in life.
The story of Ms. Luu Thi Bay in Tan Nghia Hamlet, Vinh Loc Ward, is a prime example. After persistently participating in the social insurance model for farmers and then the voluntary social insurance program, she was granted a retirement pension in December 2025.
"I started saving up to participate in voluntary social insurance early on, even though my family faced difficulties at times. Thinking about my old age and not wanting to burden my children and grandchildren, I persevered. Now that I receive my monthly pension, I feel all my efforts have been worthwhile."

With the groundbreaking new features of the 2024 Social Insurance Law, such as reducing the minimum number of years of contributions required to receive retirement benefits, increasing the contribution support level for voluntary social insurance participants, supplementing social retirement allowances, and including maternity benefits in voluntary social insurance, great opportunities have been opened up for people to participate and benefit, while also creating an urgent need to disseminate information to the public.
In Nghe An province, a large area with many mountainous communes and diverse population groups, this pressure becomes even more pronounced. In particular, 2025 is a period when the agency will face significant changes from the restructuring of its organizational apparatus, the reorganization of administrative units, and the negative impacts of natural disasters. In this context of mounting difficulties, the Nghe An Provincial Social Insurance agency has identified communication as the "spearhead" to disseminate policies and build strong trust among the people. In this context, the involvement of local authorities is a key factor in implementing social insurance and health insurance policies, as well as in communicating these policies.
A highlight of 2025 was the successful organization of the online competition "Understanding Social Insurance, Health Insurance, and Unemployment Insurance Laws," attracting over 121,494 entries during the month-long campaign to implement universal social insurance and health insurance (May). This is vivid evidence demonstrating the involvement of the entire political system in bringing new policies into practice. The competition not only met the trend of digital transformation in communication but also widely disseminated the new points of the 2024 Social Insurance Law and the amended and supplemented Health Insurance Law to organizations, individuals, and the public during the crucial period before the new laws officially take effect on July 1, 2025.
The provincial Social Insurance agency's peak communication campaigns and thematic communication efforts have received attention and support from all levels, sectors, and organizations to implement diverse, flexible, and appropriate communication methods to reach people at the grassroots level. In particular, with the effective implementation of the model "Propagating and mobilizing people to participate in social insurance and health insurance in May - the month of promoting universal social insurance and health insurance," in 2025, the Nghe An provincial Social Insurance agency was honored to be recognized as a shining example of implementing grassroots democracy regulations in Nghe An province for the period 2021-2025.

By the end of 2025, the province will have 3,142,125 people participating in social insurance, health insurance, and unemployment insurance. Of these: 496,423 people participate in social insurance, achieving a participation rate of 27% of the working-age labor force; the health insurance coverage rate reaches 95% of the population, fulfilling the socio-economic targets for 2025 assigned by the Provincial People's Committee. Notably, the number of voluntary social insurance participants in the province is the highest in the country with 164,813 people. The total revenue from social insurance, health insurance, and unemployment insurance reached over 12,760 billion VND, exceeding the target set by Vietnam Social Insurance by 11.1%.
In 2025, the Social Insurance Agency of Nghe An province achieved and exceeded its targets for the development of social insurance and health insurance participants. The number of voluntary social insurance participants continued its impressive growth momentum. Nghe An continued to maintain its position as the leading locality nationwide in the development of voluntary social insurance. The health insurance coverage rate approached the goal of universal coverage, ensuring social security for millions of people and providing them with better access to medical services and healthcare.
But the greatest achievement lies not only in the dry statistics, but in the change in people's awareness. From being hesitant and indifferent, people in Nghe An now proactively approach the policy. They consider the social insurance booklet a valuable "savings," and the health insurance card an indispensable "protective charm."
To maintain and build upon the achievements already made, the Nghe An Provincial Social Insurance Agency has promptly developed a plan and direction for implementing tasks in 2026 and beyond, focusing on key solutions such as: Continuing to proactively advise local Party committees and authorities on effective solutions for implementing social insurance and health insurance policies in the province; Strengthening inter-agency coordination to communicate policies flexibly and appropriately to each population group; Focusing on training communication skills for grassroots collaborators; Actively mobilizing social resources to donate social insurance books and health insurance cards to people in difficult circumstances; Continuing to research and advise the Provincial People's Council on mechanisms to provide additional support for social insurance and health insurance contributions for participants in the province,...
