On the afternoon of December 16th, in Can Tho city, the Central Propaganda Department, the Ministry of Information and Communications, and the Vietnam Journalists Association organized the National Press Conference to summarize the work of 2024 and implement tasks for 2025.
Within the framework of the Conference, the Central Propaganda Department, the Ministry of Information and Communications, and the Vietnam Journalists Association announced the 2024 Digital Transformation Landscape for Journalism, reflecting the results of the assessment and measurement of the maturity of digital transformation in the Vietnamese journalism sector over the past year.
The conference was chaired by the following comrades: Nguyen Trong Nghia - Member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the Central Propaganda Department; Nguyen Manh Hung - Member of the Central Committee of the Party, Deputy Head of the Central Propaganda Department, Minister of Information and Communications; Le Quoc Minh - Member of the Central Committee of the Party, Editor-in-Chief of Nhan Dan Newspaper, Deputy Head of the Central Propaganda Department, President of the Vietnam Journalists Association; and Phan Xuan Thuy, Deputy Head of the Central Propaganda Department.
The conference was attended by nearly 750 delegates, including representatives from the leadership of ministries, departments, and associations at the central and local levels; agencies directing and managing the press, press-affiliated agencies; and leaders of press agencies.

In 2024, 351 media organizations participated in and completed the training program on assessing and measuring the maturity level of digital transformation, organized by the Center for Supporting Digital Transformation in Journalism, both in person and online, on October 30-31, 2024.
There are 282 units conducting assessments and measuring the level of digital transformation, including: the Central Press sector:40Unit; Local Newspaper Division:62Unit; Central and local magazine divisions:48Unit; Scientific Journal Division:67Unit; Broadcasting and Television Division:65unit.
The results show that 28 media outlets achieved the Excellent rating (an increase).6.27%(compared to 2023); 65 units achieved a Good rating (an increase).14.99%(compared to 2023); 55 units achieved a "Good" rating (an increase).6.31%(compared to 2023); 25 units achieved an Average rating (decrease).3.22%compared to 2023); and 109 units achieved the Weak rating (a decrease).24.35%(compared to 2023).
Specifically, among the central press agencies, 10 media outlets achieved an Excellent level of digital transformation, including: Lao Dong Newspaper (Vietnam General Confederation of Labor); VnExpress Newspaper (Ministry of Science and Technology); VietnamPlus online newspaper (Vietnam News Agency); Tin Tuc Newspaper (Vietnam News Agency); Dai Bieu Nhan Dan Newspaper (National Assembly Office); Thanh Nien Newspaper (Central Committee of the Ho Chi Minh Communist Youth Union); Nhan Dan Newspaper (Central Committee of the Communist Party of Vietnam); Vietnamnet Newspaper (Ministry of Information and Communications); Nha Bao va Cong Luan Newspaper (Vietnam Journalists Association); and VTCNews online newspaper (Voice of Vietnam Radio).
In the Local Newspaper category, eight media outlets achieved an Excellent level in digital transformation, including: Khanh Hoa Newspaper, Lao Cai Newspaper, Binh Phuoc Radio and Television Station and Newspaper, Kinh Te va Do Thi Newspaper (Hanoi People's Committee), Hai Duong Newspaper, Tuoi Tre Newspaper (Ho Chi Minh City Youth Union), Nghe An Newspaper, and Ho Chi Minh City Women's Newspaper.
The Broadcasting and Television sector has 10 media outlets that achieved the Excellent rating, including: Vietnam Television, Nghe An Radio and Television, Voice of Vietnam, Bac Giang Provincial Radio and Television, Da Nang Radio and Television, Hanoi Radio and Television, Dak Nong Provincial Radio and Television, Hung Yen Radio and Television, Vinh Long Radio and Television, and Ba Ria-Vung Tau Provincial Radio and Television.
The top 7 leading units (rated "Good") in the Central and local journal category are: Customs Journal (General Department of Customs, Ministry of Finance); Banking Journal (State Bank of Vietnam); Vietnam Science and Technology Journal (Ministry of Science and Technology); Cua Viet Journal (Quang Tri Provincial Association of Literature and Arts); Citizen and Education Promotion Journal (Vietnam Association for Education Promotion); Social Insurance Journal (Vietnam Social Insurance); Labor and Trade Union Journal (Vietnam General Confederation of Labor).

The top 5 leading units (rated "Good") in the Scientific Journal category are: Ho Chi Minh City Journal of Social Sciences, Hong Bang International University Journal of Science, Ho Chi Minh City Open University Journal of Science, Journal of Political Theory (Ho Chi Minh National Academy of Politics), and Journal of Economics and Forecasting (Institute for Development Strategy, Ministry of Planning and Investment).
Previously, on October 24, 2024, the Ministry of Information and Communications issued Decision No. 1827/QD-BTTTT, replacing Decision No. 951/QD-BTTTT dated June 2, 2023, on the set of indicators for evaluating and measuring the maturity level of digital transformation in journalism. This serves as a benchmark for objectively and fairly assessing the annual digital transformation results of media agencies in the process of implementing the Digital Transformation Strategy for Journalism until 2025, with a vision to 2030, nationwide.
The Index for assessing and measuring the maturity level of digital transformation in journalism is used to monitor and evaluate the current status of digital transformation implementation annually by media organizations, compare and rank the level of digital transformation of media organizations; compare between years to identify strengths to be promoted, weaknesses to be overcome, and provide information to support media organizations and related agencies in implementing appropriate digital transformation solutions to achieve the goals set out in the Digital Transformation Strategy for Journalism until 2025, with a vision to 2030.
The maximum score is 100 points, with the maximum score for each pillar being: Strategy:18Points; Digital infrastructure, digital platforms and information security:24Points; Organizational and professional homogeneity:20points; Readers, viewers, listeners:23points; and Level of digital technology application:15point.
The level of digital transformation maturity of media organizations is determined based on the total score achieved across 5 pillars and is ranked into 5 levels: Level 1: below 50 points - at the lowest level.WeakLevel 2: from 50 to under 60 points - at levelMediumLevel 3: from 60 to under 75 points - at levelRatherLevel 4: From 75 to under 90 points - at levelGoodLevel 5: 90 points or more - at levelExcellent.
