On the evening of August 21st, a task force on duty at the Nghi Tam intersection in Hanoi spotted a motorbike entering a restricted area used for A80 training. They signaled the driver to stop, but the driver refused to comply and sped straight into a Hanoi City Police Mobile Force officer who was on duty, knocking him to the ground and rendering him unconscious.

At this time, the Nghi Tam area is closed to traffic for rehearsals commemorating the 80th anniversary of the August Revolution and National Day on September 2nd. Many residents expressed outrage because while the people and authorities were focusing on this important national event, these two young men deliberately caused disturbances, disregarded the law, and endangered the health and lives of those performing their duties. Many comments suggested that these two individuals should be severely punished as a deterrent.

Shortly afterward, the task force arrested two young men for "bypassing the checkpoint".
Regarding the health condition of the riot police officer, according to the Hanoi City Police leadership, the officer sustained serious injuries and is currently receiving emergency treatment at the Central Military Hospital 108. Initial information indicates that he suffered a head injury and several other injuries, and is currently receiving intensive care from the hospital's doctors and nurses.
