Because they didn't have enough money to pay the bill of over 25 million VND at The Circle bar, Phan Quang Anh and his friend were detained by the manager and staff, who demanded that they call their family to pay.

On June 16th, the Hanoi City Police announced that the Hoan Kiem District Police Investigation Agency had issued an emergency arrest warrant and a temporary detention order against five individuals: Ngo Quoc Cuong (born 1998), Nguyen Thanh Tung (born 1993), Vu Trong Hung (born 1999), Pham Tien Thinh (born 1991), and Tran Quang Ha (born 1999), all residing in Hanoi, to investigate their involvement in illegal detention.

Besides Ngo Quoc Cuong, the manager, and Nguyen Thanh Tung, the group leader, the remaining individuals are employees of The Circle bar located at 33 Ma May Street, Hang Buom Ward (Hoan Kiem District, Hanoi).

During the investigation, the Hoan Kiem District Police Investigation Agency issued a travel ban against Nguyen Thanh Tung (born in 2004), who is also an employee of The Circle bar.

Previously, on May 27th, Mr. Phan Quang Anh, residing in Dong Da district (Hanoi), along with his mother, Ms. Ho Thi Tu, reported to the police that he had been held captive by a group of individuals at The Circle bar.

According to the victim's report, on the evening of May 26th, Phan Quang Anh and a female friend went to The Circle bar to hang out and use some of its services.

At around 1:30 AM on May 27th, the restaurant announced that the bill was over 25 million VND. However, neither of them had enough money to pay, so the manager and staff detained them and asked them to call family members to pay.

The Hoan Kiem District Police are continuing their investigation to clarify the matter and will strictly handle the suspect in accordance with the law.
