Working with the patrol team, Mr. C.D.T and his son stated that they were fishing to prepare for the Mid-Autumn Festival (the 15th day of the 7th lunar month).

Citing unnecessary outings during the implementation of Directive 16, and based on Point a, Clause 1, Article 12 of Decree 117/2020/ND-CP on regulations for administrative penalties in the health sector, the authorities issued a fine of 1 million VND to Mr. C.D.T. Regarding his son, C.D.L, who is under 16 years old, the authorities issued a warning and did not impose any administrative penalty.

Since June 13th, the province has recorded 781 COVID-19 patients in 20 localities, including 48 cases in Dien Chau. This is one of 14 localities in Nghe An currently implementing social distancing according to Directive 16 from 0:00 on August 20th.

Accordingly, at 5:00 AM on August 21st, in Gày hamlet, Nghĩa Lạc commune, the anti-epidemic force discovered three citizens, Thái Xuân Sơn (born in 1994), Trương Văn Thắng (born in 1986), and Trương Văn Liên (born in 1988), all residing in Trung Chính village, Nghĩa Lâm commune, Nghĩa Đàn district, fishing in Sông Sào lake.

The Nghia Lac commune's Covid-19 prevention committee determined that the three individuals' departure from their homes was unnecessary and their reasons were unjustified. Therefore, they issued a report and imposed administrative penalties for these violations in accordance with the law (fines ranging from 1 to 3 million VND).
