Authorities arrest owner of unlicensed establishment for fabricating illnesses to defraud customers.

This establishment advertises treatments for hair and scalp problems, but in reality, it operates illegally and defrauds customers.

On March 17, the Office of the Criminal Investigation Agency (PC01) of the Ho Chi Minh City Police announced that it had coordinated with professional units to clarify a case with signs of violations at the BN Center business establishment (No. 372 Le Quang Dinh Street, Binh Loi Trung Ward).

Previously, on November 6, 2025, the Ho Chi Minh City Police, led by the Internal Political Security Department and in coordination with the Department of Health, inspected the BN Center facility, which is registered under the name of Ms. Tran Thi Xuan (born in 1994).

The investigation revealed that BN Center was actually run by Le Thi Thanh Giang (born in 2001), with Ms. Xuan acting as the legal nominee. The facility advertised on Facebook as a place for "specialized examination and treatment of hair and scalp conditions," boasting specialist doctors to attract customers. However, BN Center was not licensed to operate medical examination and treatment services by the Ho Chi Minh City Department of Health, nor was its medical advertising content approved.

Notably, these individuals, lacking medical expertise, falsely claimed to be "doctors" or "technicians," directly advising, treating, and collecting money from customers.

Initially, investigators identified approximately 50 customers who had received treatment at this facility, with a total payment exceeding 2.06 billion VND. Many complained that the treatment was not as effective as promised and filed complaints with the Ho Chi Minh City Police.

Based on the documents and evidence collected, the Ho Chi Minh City Police Investigation Agency determined that Tran Thi Xuan and Le Thi Thanh Giang showed signs of committing the crime of "Fraudulent appropriation of property" under Clause 4, Article 174 of the Penal Code.

The investigating agency hasinitiate legal proceedings.The authorities have initiated criminal proceedings and executed an arrest warrant against Tran Thi Xuan. As for Le Thi Thanh Giang, because she is raising a young child under 36 months old, the authorities have applied a preventive measure prohibiting her from leaving her place of residence.

The Ho Chi Minh City Police are currently expanding their investigation to clarify the roles of the individuals involved, and to verify and recover the stolen money.
