On the afternoon of August 23, the Criminal Investigation Department of the Ca Mau Provincial Police announced that they had initiated criminal proceedings and issued an arrest warrant for Ngo Hai Nghi (born in 1994, residing in Hamlet 6, Khanh Lam Commune, U Minh District, Ca Mau Province) for the crime of "Fraudulent appropriation of property".
According to the investigation, since 2017, Nghi has been running rotating savings and credit associations (ROSCA) and has opened many ROSCA groups for numerous local members to participate in.

Taking advantage of the fact that some members did not fully disclose their contributions and that they did not know each other, Nghi committed fraud by arbitrarily taking 59 shares from members in 14 different rotating savings schemes, appropriating over 1.8 billion VND for personal use.
At the same time, Nghi also sold 6 fraudulent lottery tickets, embezzling 211 million VND. Thus, the total amount Nghi embezzled from the lottery participants is over 2 billion VND...
