The ringleader was Nguyen Ngoc Thang, who had set up a small shack in a secluded area (in Quynh Thang commune) for the purpose of illegally producing firecrackers. After production, the finished products would be handed over to other individuals for retail sale.
During the investigation, the Special Task Force encountered numerous difficulties, as the production area was located in a remote and hard-to-access location. In addition, the suspects employed various tactics to conceal their criminal activities.
