The police determined that, taking advantage of the natural disasters of storms and floods affecting people's electricity supply, Phuong, seizing on the need for electricity for daily life, posted advertisements on social media selling used generators at cheap prices, then required customers to pay a deposit before shipping the goods.

To gain trust, Ngo Van Phuong also used fake citizen ID card photos with false information and addresses to send to customers, tricking them into sending deposits to his bank account. After receiving the deposit, Phuong immediately blocked the numbers and stopped contacting the victims.

Using the methods and tactics described above, from January 2025 until his arrest, Ngo Van Phuong defrauded numerous victims in various provinces and cities nationwide, amounting to billions of VND. Currently, the Thai Hoa Ward Police are holding Ngo Van Phuong in custody and continuing to investigate the case further.

To prevent similar incidents from happening, the police recommend that people be cautious when buying goods online, avoid making deposits or payments to unreliable sellers, buy from stores with clear addresses, and carefully check the product before paying.
