Colonel Tran Ngoc Cuong - Head of the Wanted and Search Department said that the process of arresting wanted foreigners is very difficult and arduous when information about the subjects is very limited and vague... There are subjects who enter Vietnam through illegal channels, mingling with companies to work. For example, the arrest of wanted subject Park Seongho (born 2005), a Korean national with an international arrest warrant from the Interpol General Secretariat in July 2021 for the crime of "Producing and distributing child sexual exploitation materials".
Park Seongho is accused of using his Facebook account to make friends and chat with many girls under 16 years old in Korea from March to April 2021. Once he gained their trust, he asked the victims to send "pornographic" images and videos via text messages. From there, Park Seongho edited and edited the videos into complete ones and then posted them on many "dark" websites to illegally collect money. Seeing their daughters' images being spread, many families filed complaints, but Korean police discovered that the suspect was not in the area.
In November 2021, based on information provided by the Department of Foreign Affairs (Ministry of Public Security), the leader of the Criminal Police Department requested the Wanted Department to search for and arrest the subject Park Seongho who was hiding in Vietnam. The Department's working group quickly verified, but the wanted notice with the subject's name, age, permanent address, crime, and a black and white image of the subject's face made the detectives "unable to find any clues".
Nearly a month later, using professional measures, the task force discovered that Park Seongho's parents were in one of the following provinces: Ho Chi Minh City, Binh Duong, Dong Nai. Immediately, a task force was sent to the South to investigate, screen information and determined that the suspect's parents were living in an apartment building in Tan Phong Ward, District 7, Ho Chi Minh City. However, Park Seongho was not found living with his parents.
At this time, the working group of the Department also sketched a portrait of Park Seongho, with characteristics of being about 1m75 tall, having tattoos on his arms, blond hair, single eyelids, living a vagrant life and not speaking Vietnamese fluently. The subject entered Vietnam with his parents in 2017. Knowing that he was wanted internationally, he did not live in one place but moved continuously between the southern provinces to erase his traces.
Determining that he would return to visit his parents at a certain time, the task force monitored all movements where Park Seongho's parents lived. On December 19, 2021, there was information that Park Seongho was returning home, the task force led by Lieutenant Colonel Hoang Thanh Binh, Captain Nguyen Phuoc Thanh, and the Wanted and Search Department "deployed troops" to arrest the subject for the third time.
At around 6 p.m. the same day, a task force consisting of officers and soldiers from the Wanted and Search Department, in coordination with the Foreign Affairs Department, Ho Chi Minh City Police, discovered a young man wearing a mask, with an appearance similar to the portrait of the wanted subject, getting out of a taxi, walking into the lobby of the apartment building and pressing the elevator to the floor where his parents were living. After a quick consultation, the task force determined that this was the wanted subject Park Seongho. As soon as he got out of the elevator, detectives immediately rushed over to request an administrative check, and upon presenting his passport, the task force read the arrest warrant.
On December 21, at Tan Son Nhat International Airport, Vietnamese police handed over Park Seongho to Korean police.
