The defendants claimed their intention was to create economic disruption and instability, thereby causing political instability in order to change the political system in Vietnam.

Regarding the false rumors about Vietnam preparing to change its currency, since the end of October, a number of comments have appeared on the internet distorting the State's economic policies. These comments fabricated information that Vietnam was preparing to change its currency, creating images of new banknotes and falsely claiming that these banknotes had already been printed and shipped from China to Vietnam.

The fabricated news also urged people to withdraw all their money from banks to buy gold and foreign currency, accompanied by comments slandering the government and inciting opposition.

In particular, the Vịt Bầu fanpage, with nearly 70,000 likes, continuously posted fabricated information related to currency exchange. Due to its large following, the fabricated information posted by this page spread very quickly online, contributing to the formation and spread of false rumors.

According to the latest information from the Ministry of Public Security, the Facebook page "Vịt Bầu" (Duck) is managed by three individuals, one of whom is Nguyen Xuan Long (born May 27, 1982, residing at Group 24, Vuon Dua Hamlet, Phuoc Tan Commune, Bien Hoa City, Dong Nai Province).

On December 14th, at the police station, Nguyen Xuan Long confessed that the Facebook page "Vit Bau" was created and managed by a woman in the US named Nguyen Hang since 2015.

In September 2016, Nguyen Xuan Long was invited by Nguyen Hang to join the management board as an administrator to post and approve articles.

Nguyen Xuan Long used the Facebook account Phong Tuan with the alias Mr. Dac to post articles on the Vit Bau page.

On average, Nguyen Xuan Long posts 10 articles daily, either self-written or reposted from other reactionary websites and from mainstream websites, but accompanied by distorted comments fabricated by him and posted on the Vit Bau website, with the aim of creating economic chaos and instability, thereby causing political instability to change the political system in Vietnam.

Nguyen Xuan Long admitted that the above actions violated the law.

The investigation by the Ministry of Public Security has clearly revealed the fabricated nature and malicious intent of those involved in spreading false information.

Authorities under the Ministry of Public Security are focusing on expanding the investigation to identify individuals involved in the Facebook page "Vịt Bầu" as well as other individuals who participated in fabricating, distorting, and disseminating false information, in order to prosecute them according to the law.
