Authorities busted a ring organizing illegal emigration, indicting 9 suspects.

The Security Investigation Agency of the Ha Tinh Provincial Police has just initiated a criminal case and indicted nine suspects for organizing illegal emigration to foreign countries for illicit gain.

This information was released by the Security Investigation Agency of the Ha Tinh Provincial Police on the afternoon of November 19th.

After an investigation, the police determined that around August 2024, due to a need to travel...labor exportNTS (born in 1996, residing in Duc Quang commune, Ha Tinh province) contacted and was introduced by Le Thi Duong (born in 1976, residing in Vu Quang commune, Ha Tinh province) to a program for working in Hong Kong (China) with a fee of 279 million VND.

The job that Duong introduced to S. was packaging products, with a monthly salary of 60 to 65 million VND.

On December 2, 2024, NTS and four other workers were organized by Duong and several other individuals to enter China using tourist visas and were arranged to travel by sea to Hong Kong (China).

Upon arriving at an island in Guangdong province, China, the laborers were arranged to stay on the island while waiting for boats to take them further.

By December 11, 2024, the workers had been discovered and stopped by Chinese authorities. On February 25, 2025, the workers returned to Vietnam through the Mong Cai border gate in Quang Ninh province.

During the investigation, the police gathered evidence about a network organizing illegal emigration and prosecuted nine defendants, including Le Thi Duong, Duong Nguyen Hung (born in 1992), Nguyen Thi Dong (born in 1958), and Nguyen Duy Dung (born in 1985), all residing in Quang Ninh province; Tran Thi Phuong (born in 1962, residing in Nghe An province); Nguyen Thi Phuong (born in 1990), Nguyen Duc Thinh (born in 1988), Le Thi Tinh (born in 1981), and Dang Thi Khuong (born in 1983), all residing in Hanoi.

The nine individuals mentioned above have been charged with "Organizing the illegal emigration of others." During questioning, the suspects confessed that, seeing the demand for work in major cities, they had discussed and agreed to organize the illegal emigration of people to Hong Kong (China) under the guise of tourist visas, after which they would cross the border illegally.

Nguyen Duc Thinh was the ringleader, recruiting people in Vietnam through intermediaries and brokers, then contacting individuals living and working in Hong Kong (China) to bring Vietnamese people there for work at a cost of approximately 145 million VND.

Using the above methods and tactics, Nguyen Duc Thinh and his accomplices organized three trips for people to illegally flee the country.

In total, 13 workers from Ha Tinh province and other provinces and cities went on the trip as planned by the traffickers. Of these, 2 trips were discovered by Chinese authorities and deported back to Vietnam, while 1 trip was successfully facilitated by the traffickers, who profited illegally.

The case is currently under further investigation.
