Director of Da Nang City Motor Vehicle Inspection Center Arrested
Continuing the investigation into irregularities at vehicle inspection centers, on the afternoon of February 16th, the Economic Police Department of Da Nang City Police announced that the Investigating Agency had served the indictment decision and temporarily detained three more suspects on charges of "receiving bribes".
The individuals taken into temporary custody include: Bui Van Tan (born 1976), Director of the Da Nang City Motor Vehicle Inspection Center; Luong Ngoc Vu (born 1980), vehicle inspector; and Luong Kim Quang (born 1994), Director of LKQ Service and Technical Company Limited, on charges of "Receiving bribes" under Clause 1, Article 364 of the Penal Code.

It is known that during the process of inspecting motor vehicles, Luong Ngoc Vu noticed that many vehicles had their structure and design altered by their owners compared to the manufacturer's original specifications, and therefore did not meet the requirements for vehicle inspection certification.
From there, Vu asked Luong Kim Quang, a relative, to establish LKQ Service and Technical Company Limited (located in Hoa Khanh Nam ward, Lien Chieu district) to create documents and legalize these vehicles. In return, the vehicle owners or those directly bringing the vehicles for inspection had to pay bribes to Vu, who then distributed the bribe money to Mr. Tan, the Director of the Da Nang City Motor Vehicle Inspection Center.
By 2021, LKQ Company ceased operations, but Quang and Vu continued to use the forged documents to legitimize vehicle registration procedures for many modified and structurally altered motor vehicles, thereby gaining illicit profits and sharing them with Mr. Tan.

Previously, the Da Nang Police Investigation Agency initiated a criminal case for "Giving and Receiving Bribes" occurring at the 4305D Vehicle Inspection Center (belonging to 4305D Co., Ltd., located at 10 Tu Mo Street, Hoa An Ward, Cam Le District, Da Nang City). The police arrested and detained Hoang Ngoc Binh (Director of the Center) and Nguyen Thanh (Deputy Director of the Center) on charges of "Receiving Bribes". The Investigation Agency also decided to prosecute and issue a travel ban against Pham Dinh Hoang (born in 1963, residing in An Khe Ward, Thanh Khe District) for investigation into the act of "Brokering Bribes".
On the evening of February 9th, the police also conducted an urgent search of the 4301S and 4302S vehicle inspection centers (belonging to the Da Nang City Vehicle Inspection Center) to aid in the investigation.
