On May 16th, the Investigation Police Department of Hung Yen province issued a decision to initiate a criminal case, indict the suspect, and issue an arrest warrant for temporary detention against Nguyen Van Phuong (born in 1965, residing in Van Phuong village, Lien Phuong commune, Hung Yen city, Hung Yen province) for the crimes of disturbing public order and resisting public officials.

Earlier, at around 4 PM on May 14th, Nguyen Van Phuong was driving a car with license plate 89A-325.30 on a rural road in Van Phuong village. Upon reaching a construction site for a river embankment, Phuong stopped the car, got out, and asked the construction crew to move the concrete mixer truck to the side of the road so he could pass.
Seeing this, Mr. Tran Dinh Quyet, the construction supervisor, approached Phuong and suggested she wait or turn back and take another route to facilitate the construction work; however, Phuong disagreed, leading to a scuffle between the two. During the scuffle, Phuong slapped Mr. Quyet.
Upon receiving notification of the incident, the Lien Phuong Commune Police task force arrived at the scene. The task force requested Phuong to move her vehicle out of the parking spot to allow other vehicles to pass, avoiding traffic congestion, but Phuong refused to comply. While the task force was documenting the incident, Phuong repeatedly raised her voice and used her mobile phone to film the task force.
Captain Nguyen Van Tung, an officer of the Lien Phuong Commune Police, asked Phuong to stop shouting and recording with her phone. However, Phuong did not comply and used abusive and insulting language towards Captain Tung and the Lien Phuong Commune Police task force.
Based on the documents and evidence in the case file, the Investigation Police Department of Hung Yen province determined that Nguyen Van Phuong's actions constituted the crimes of disturbing public order and resisting public officials.
