On May 16, the Investigation Police Agency of Hung Yen Provincial Police issued a Decision to initiate a criminal case, prosecute the accused and issue an arrest warrant to temporarily detain Nguyen Van Phuong (born in 1965, residing in Van Phuong village, Lien Phuong commune, Hung Yen city, Hung Yen province) for the crimes of Disturbing public order and Resisting a person on duty.

Previously, at around 4:00 p.m. on May 14, Nguyen Van Phuong was driving a car with license plate 89A-325.30 on an inter-village road in Van Phuong village. When he reached the construction site where the river embankment was being built, Phuong stopped the car, got out, and asked the construction team to move the concrete pouring vehicle to the side of the road so he could pass.
Seeing that, Mr. Tran Dinh Quyet, the construction supervisor, came out to discuss and suggested Phuong wait or go back to another route to create conditions for the construction workers; but Phuong did not agree, leading to a fight between the two sides. During the fight, Phuong used her hand to slap Mr. Quyet.
Upon receiving the report of the incident, the Lien Phuong Commune Police Task Force arrived at the scene. The task force asked Phuong to back the car out of the parking spot to allow other vehicles to pass, avoiding congestion and obstruction of traffic, but Phuong did not comply. While the task force was making a record of the incident, Phuong continued to raise her voice and used her cell phone to record the task force.
Captain Nguyen Van Tung, an officer of Lien Phuong Commune Police, asked Phuong to stop shouting and using his phone to record. However, Phuong did not comply and verbally insulted and insulted Comrade Tung and the Lien Phuong Commune Police working group.
Based on documents and evidence in the file, the Investigation Police Agency of Hung Yen Provincial Police determined that Nguyen Van Phuong's actions constituted the crimes of Disturbing public order and Resisting a person on duty.
