Pham Thi Hoan was arrested while transporting pepper spray to send to a bus for a customer who bought it through social networks. Expanding the investigation, the authorities continued to arrest Le Thi Lam (Hoan's fellow countryman) for illegal trading of weapons and support tools.

On September 12, 2024, the Department of Administrative Management of Social Order (CSQLHC on TTXH) of Nghe An Police said that the unit had just coordinated with Do Luong District Police to arrest two subjects for the act ofillegal arms tradeand supporting tools. Confiscated 190 knives and swords of various types; 58 pepper sprays, 03 boxes of firecrackers (36 pieces) made abroad.

Accordingly, through inspection and review, the Department of Administrative Investigation of Social Order discovered a number of associations, groups, and accounts on cyberspace suspected of being involved in illegal trading of weapons and support tools; among them, a number of subjects residing in Do Luong district emerged. In this situation, the Department of Administrative Investigation of Social Order coordinated with the Do Luong District Police to verify and investigate to clarify.

On the morning of September 8, 2024, the Task Force arrested Pham Thi Hoan (born in 1987), residing in Thuong Son Commune, Do Luong, while she was transporting pepper spray to send by bus to a customer who had purchased it through social networks. Upon checking the subject's private home, the authorities seized: 66 knives and swords of various types; 40 pepper sprays and 03 boxes of foreign-made fireworks.

Through the expanded investigation, the authorities continued to arrest Le Thi Lam (born in 1993), residing in Thuong Son commune, Do Luong, for the illegal purchase and sale of weapons and support tools. Checking the subject's private home, they seized: 124 knives, swords of various types, 18 pepper spray cans. Currently, the authorities are continuing to investigate and handle the subjects in accordance with the law.
