Arrested 2 'beautiful women' pretending to be doctors, setting up clinics, defrauding over 18 billion VND

Ho Chi Minh City police have just initiated a case, prosecuted and temporarily detained two subjects impersonating doctors, organizing illegal medical examination and treatment, and defrauding and appropriating more than 18 billion VND at the BK Dong Yang facility.

On November 7, the Ho Chi Minh City Police Department of Security Investigation announced that it had initiated a case, prosecuted the accused and temporarily detained Bui Phuong Ly (born 1992) and Nguyen Ngoc Phuong Duyen (born 1998) to investigate the act of "Fraudulent appropriation of property”according to Article 174 of the Penal Code.

Previously, from September 10, the Internal Political Security Department of Ho Chi Minh City Police coordinated with Tan Hung Ward Police and Ho Chi Minh City Department of Health to inspect the BK Dong Yang facility (address: 156 Hoang Trong Mau Street, Tan Hung Ward) and discovered a series of serious violations. This facility was discovered to be impersonating a doctor to illegally examine and treat patients, with signs of fraud and appropriation of people's property.

Spa disguised as "international clinic"

According to the investigation of Ho Chi Minh City Police, from November 2023, Ly and Duyen contributed capital to open the BK Dong Yang facility under the form of a sole proprietorship, licensed to provide hair cutting, massage, and sauna services. However, after a short time, the two subjects transformed the facility into an "international clinic", arranging staff to wear white blouses, with "doctor" name tags, to consult and "treat" hundreds of people every day. The police have clarified that none of the people claiming to be doctors here have a medical practice certificate.

In order to attract customers, this group hired a filming crew, set up scenes, hired actors to play the roles of Korean doctors and patients to produce many false advertising videos, committing to "100% cure" of diseases such as joint pain, stomach pain, gout, erectile dysfunction, stroke...

The clips were posted massively on social networks with “Westernized” names such as Dr. Park Joo Hyung – a specialist in musculoskeletal rehabilitation or Dr. Lee Chang-Yoon – a specialist in overcoming gastritis. The team of online consultants lured customers with treatment packages of “no medicine – no pain – money back if not cured”, making many people trust and seek treatment.

Sophisticated fraud, has appropriated more than 18 billion VND

The facility is luxuriously designed, has a reception room, fake medical equipment and a “staged” consultation process to create trust for customers. After “drawing the illness”, the staff advises treatment packages using high-tech machines, priced from several million to hundreds of millions of dong.

Initial investigation results determined that from November 2023 to September 2025, BK Dong Yang facility defrauded hundreds of people, appropriating more than 18 billion VND. The victims were mainly the elderly, people with chronic diseases or gullible people who believed in advertisements that "cure diseases without medicine".

Currently, the case is being further investigated by the Ho Chi Minh City Police Security Investigation Agency, clarifying the roles of related individuals and requesting that those who are victims of the BK Dong Yang facility contact to report and coordinate the resolution.

Strictly handle "miracle doctors" and "foreign doctors" on the internet
At the end of October, the Investigation Security Agency, Ho Chi Minh City Police prosecuted and temporarily detained 4 subjects who pretended to be doctors to commit fraud, turning a business household into an AC International clinic (address at 19 Phan Xich Long, Gia Dinh ward, Ho Chi Minh City).
Police determined that AC International registered as a skin care and cosmetics business, employing people without medical practice certificates, some even being veterinary technicians, to examine and treat people. And in just 5 months (from February to July 2025), the group of subjects defrauded and appropriated more than 17 billion VND.
Recently, Ho Chi Minh City Police have prosecuted 4 cases, 10 defendants related to acts of taking advantage of medical examination and treatment, rehabilitation, cosmetic surgery, and illegal health care to defraud and appropriate property.
Ho Chi Minh City Police advise people to be wary of advertisements for “miracle cures” online, and absolutely do not trust establishments claiming to be “international clinics” or “foreign doctors” without a license or legal practice certificate. Any illegal medical examination and treatment or fraudulent appropriation of property will be strictly handled according to the law.
