At approximately 9 PM on January 17, 2017, in the area of the bara bridge in Dong hamlet, Nghi Thiet commune, bordering Nghi Quang commune (Nghi Loc district), a task force of the Cua Lo town police discovered Vo Minh Binh (born in 1959), residing in Bac hamlet, Nghi Thiet commune, Nghi Loc district, in the act of transporting explosives.

Upon searching, authorities discovered that the sack Bình was carrying contained 100 sticks of dynamite, weighing a total of 20kg, and 200 detonators.
The suspect, Vo Minh Binh, confessed that two months ago, he bought the explosives from an unidentified salt vendor for 3.5 million VND and 200 detonators for 1.2 million VND.
On the night of January 17th, while transporting the explosives to a point of sale in Nghi Thuy ward, Cua Lo town, the Cua Lo Town Police discovered and arrested the suspects.
