On the evening of December 5th, the Criminal Investigation Agency of Song Lo District Police, Vinh Phuc Province, issued an emergency detention order against Nguyen Van Lap (born in 1985), residing in Dong Thinh commune (Song Lo district), for the crime of "Resisting public officials in the performance of their duties".
Earlier that morning (December 5th), Vinh Phuc Infrastructure Development Joint Stock Company, the investor of the Song Lo 2 Industrial Park construction and technical infrastructure project, commenced construction of a drainage canal on land within the industrial park in Dong Thinh commune, which had been granted land use rights by the Vinh Phuc Provincial People's Committee and construction permits by the Vinh Phuc Provincial Industrial Park Management Board.
During the construction process, Nguyen Van Lap's mother verbally abused, challenged, and damaged the company's property. After receiving reports of the incident, local authorities and the Dong Thinh commune police arrived at the scene, conducted outreach, and documented the incident.
At this time, Lap brought a weapon and an object believed to be a gun to the construction site and fired at the authorities, injuring Major Nghiem Xuan Thanh, Chief of Police of Dong Thinh commune, in the arm. Afterwards, the suspect barricaded himself at his private residence in Yen Tinh village (Dong Thinh).
Following the incident, the Vinh Phuc Provincial Police Department directed the Criminal Police Department and the Mobile Police Department of the province to coordinate with the Song Lo District Police to organize a manhunt. By 6 PM the same day, the authorities arrested Nguyen Van Lap, seizing one gun and several other items.
The Song Lo District Police are currently consolidating the case file to prosecute the suspect according to the law.
