The individuals involved in the case include: Do Van Tan (born in 1976), Do Thi Kim Phuong (born in 2000, Tan's daughter), both residing in Phung Thuong commune, Phuc Tho district; Khuat Van Tuy (born in 1991, residing in Thach That district, Phuong's husband), Pham Xuan Ton (born in 1987), Pham Duc Anh (born in 1989), Le Duc Dung (born in 2009), Tran Ba Quan (born in 2008), Bui Dinh Ngach (born in 1985), and Le Van Nhat (born in 1994), all residing in Cam Giang district, Hai Duong province.

Earlier, at around 9:50 PM on February 12th, Ms. Ho Thi H. (born in 1995, residing in Thanh Ba district, Phu Tho province, and staying in Son Tay town) was unexpectedly attacked by a group of men who sprayed pepper spray in her face, then beat her legs and arms with iron rods, and threw acid on her thighs, legs, and arms.

As a result, the victim suffered 5% chemical burns to the thighs, calves, feet, arms, and hands, and fractures in both legs. They are currently receiving treatment at the National Burn Hospital.

By February 19th, the investigative police agency had identified the individuals involved and issued an emergency detention order and a decision to temporarily detain nine individuals: Tan, Phuong, Tuy, Ton, Duc Anh, Dung, Quan, Ngach, and Nhat.

A group of people threw acid and broke a woman's leg in order to extort 200 million VND.

According to the investigation, the incident stemmed from the fact that Do Quang Tien (Tan's son), who already had a wife and two children, was having an illicit affair with the victim. Unable to dissuade them, on February 11th, Tan and Phuong, through Ton's introduction, hired the group consisting of Duc Anh, Nhat, Dung, and Quan to break Ms. H.'s leg and throw acid at her for 200 million VND.

Afterward, Nhật prepared a can of pepper spray and a baseball bat. Phượng and Tuy were responsible for preparing and supplying the acid to Nhật. On the evening of February 12th, after being driven by Ngạch to the Sơn Đông commune area in Sơn Tây town, the group spotted Ms. H. returning to her rented room.

Dũng blocked Ms. H.'s path and sprayed pepper spray into her eyes. Quân then struck her legs multiple times with a baseball bat, causing her to collapse. Nhật poured acid from a bottle down her thighs, legs, and arms. Nhật and his group then fled in a car.

On February 13th, after being informed and requested by Ton, Tan paid 200 million VND as agreed-upon rent to Duc Anh. After receiving the money, Duc Anh transferred 185 million VND to Nhat and kept 15 million VND as profit.
