'Luc Kha' and his accomplices arrested for suspected protection racket activities.
The suspect "Luc Kha" and his accomplices are suspected of coercing companies in the industrial zone of Quang Yen town (Quang Ninh province) to use "protection" services for personal gain.
On November 27th, the police in Quang Yen town (Quang Ninh province) announced the arrest of Dinh Van Luc (also known as "Luc Kha", born in 1988, residing in Hamlet 2, Hiep Hoa commune, Quang Yen town) and several other individuals for disturbing public order in the industrial zone.

Previously, on October 22nd, the police in Quang Yen town discovered Luc and several other individuals assaulting workers at a construction site in Song Khoai commune, Quang Yen town.
Based on the documents and evidence collected, the Quang Yen Town Police issued an emergency arrest warrant and a decision to temporarily detain four individuals for disturbing public order.
"Luc Kha" had four previous convictions. After serving his prison sentence and returning to his hometown, Luc invested in and managed three companies providing security services, construction materials, and transportation, primarily operating in industrial zones in Quang Yen town.
According to the police, Luc colluded with several other individuals to conduct business activities within the industrial park. This group showed many suspicious signs of coercion, threats, and forcing businesses to use their services.

Noticing signs of "protection rackets" and territorial disputes within the group, the Quang Yen Town Police conducted searches and comprehensive administrative inspections of the residences, workplaces, and other locations of all members of the group led by Luc.
The results revealed numerous violations in business operations, including non-compliance with land use management laws, regulations on security and order, and fire safety. Notably, three drivers working for the company led by Luc tested positive for drugs.
