Arrest of 'Luc Kha' and his accomplices with signs of protection racket activities
Subject "Luc Kha" and his accomplices showed signs of forcing companies in the industrial park in Quang Yen Town (Quang Ninh) to use "protection" services for profit.
On November 27, Quang Yen Town Police (Quang Ninh) announced that they had just arrested Dinh Van Luc (also known as ''Luc Kha'', born in 1988, residing in Hamlet 2, Hiep Hoa Commune, Quang Yen Town) and several other subjects for disturbing public order in an industrial park.

Previously, on October 22, Quang Yen Town Police discovered Luc and a number of other people assaulting workers at a construction site in Song Khoai Commune, Quang Yen Town.
Based on the collected documents and evidence, Quang Yen City Police issued an order to detain and arrest people in an emergency, and decided to temporarily detain 4 subjects for disturbing public order.
''Luc Kha'' had 4 previous convictions. After completing his prison sentence and returning to his hometown, Luc contributed capital and operated 3 companies providing security services, construction materials, and transportation, working mainly in industrial parks in Quang Yen town.
According to the police, Luc colluded with a number of other individuals to conduct business activities in the industrial park. This group showed many suspicious signs of coercion, threats and forcing businesses to use their services.

Realizing that the above group of subjects had many signs of "protection" and fighting over operating areas, Quang Yen Town Police conducted a search and administrative inspection of the residence, workplace and other locations of all subjects in the group led by Luc.
The results showed that there were many violations in business activities, non-compliance with the law on land use management, regulations on security and order conditions and fire prevention and fighting. In particular, 3 drivers for the company led by Luc were found to be positive for drugs.
