Former head of department at Phu Tho Construction Department arrested for accepting bribes.
The former head of the Phu Tho Department of Construction was arrested for accepting bribes while assigned the task of assessing and determining damages at four construction projects, causing billions of dong in losses to the state.
According to news from the Phu Tho Provincial Police, the unit has just issued a decision to prosecute Do Viet Tue, former head of a department at the Phu Tho Department of Construction, for the act of accepting bribes.
According to documents from the Criminal Investigation Department for Economic and Official Crimes, Phu Tho Provincial Police, at the time Tue committed the bribery act, he was serving as the Head of the Inspection Department – Phu Tho Construction Quality Inspection Center (under the Phu Tho Provincial Department of Construction).
The four projects that Tuệ damaged are: the technical infrastructure of the self-built housing area in Gò Túc, Thanh Minh commune; the road connecting Hà Lộc and Khải Xuân communes; the technical infrastructure of the self-built housing area south of Thanh Minh airport; and the leveling and renovation of the road surface and drainage system in the Đồng Ao Đình area, Thanh Minh commune, Phú Thọ town.

During this time, Tuệ abused his position to extort 250 million VND from Mr. Nguyen Kim Thanh, Director of Construction and Mechanical Engineering Joint Stock Company No. 4, the contractor for Mechanical Engineering Project No. 4 located in Ha Thach commune, Phu Tho town, Phu Tho province, to cover the 3.4 billion VND in damages incurred by the contractor.
Afterward, Mr. Thanh gave the money to the driver, Le Anh Quyen, to give to Ngoc to transfer to Tue. While waiting for Quyen to bring the money, Ngoc called Tue, asking to reduce the amount to 230 million VND, citing the company's financial difficulties.
It seemed like the deal would end there, but after receiving the money, Tuệ continued to call Ngọc, arranging a meeting to negotiate a reduction in damages from over 2.5 billion VND to over 1.7 billion VND if Ngọc gave an additional 150 million VND... On June 7, 2016, Tuệ was caught red-handed while receiving 150 million VND from Ngọc.
After his arrest, Tuệ confessed that during his assignment, he repeatedly submitted draft expert assessment reports (determining the value of damages differently, from over 3.4 billion VND down to over 2.5 billion VND and then to 1.7 billion VND) to demand money from Mr. Nguyen Kinh Thanh, Director of Construction and Mechanical Engineering Company No. 4, so that he would conclude that the value of the damages had decreased. The total amount of bribes received was 380 million VND.
The police are currently continuing their investigation to clarify the matter in accordance with the law.
