During this time, Tue took advantage of his position to force Mr. Nguyen Kim Thanh - Director of Construction and Mechanical Joint Stock Company 4, the contractor of mechanical construction No. 4, located in Ha Thach commune, Phu Tho town, Phu Tho province, to give him 250 million VND to cover the damages that the contractor had to bear, which was 3.4 billion VND.
Afterwards, Mr. Thanh gave the above amount of money to the driver, Le Anh Quyen, to give to Ngoc to transfer to Tue. While waiting for Quyen to bring the money down, Ngoc called Tue and asked to reduce the amount to 230 million VND, with the reason that the company was facing many difficulties.
Thinking it would stop at that amount, but after receiving the money, he asked Tue to continue calling, making an appointment to meet Ngoc to reduce the damage from more than 2.5 billion VND to more than 1.7 billion VND if Ngoc gave him an additional 150 million VND... On June 7, 2016, when Tue was receiving 150 million VND from Ngoc, he was caught red-handed.
After being arrested, Tue confessed that during the performance of his duties, Tue continuously submitted draft appraisal conclusions (determining different damage values from more than 3.4 billion VND to more than 2.5 billion VND and 1.7 billion VND) to request Mr. Nguyen Kinh Thanh, Director of Construction and Mechanical Construction Joint Stock Company No. 4, to pay Tue money so that he could conclude that the damage value would be reduced. The total amount of bribes received was 380 million VND.
Currently, the police are continuing to investigate and clarify according to the provisions of the law.
