On April 19th, the Criminal Investigation Agency of Vinh Phuc Provincial Police announced that they have initiated a criminal case, temporarily detained, and arrested the following individuals in an emergency situation: Dang Duy Hung (born in 2007) and Hoang Van Them (born in 2008), both from Yen Binh district, Yen Bai province, for the crime of "Robbery"; and La Quang Ha (born in 2008), from Yen Son district, Tuyen Quang province, for the crime of "Receiving stolen property".
Based on initial investigations, it has been determined that recently, a series of robberies targeting workers have occurred in the Ba Thien Industrial Zone, Binh Xuyen district (Vinh Phuc province). The perpetrators used homemade knives with iron pipes attached to threaten and attack workers in order to steal their phones, with one victim sustaining injuries.

Given the seriousness of the incident and the identification of a group of perpetrators engaging in reckless and dangerous criminal acts that directly affect security and order in the industrial park, the Director of the Vinh Phuc Provincial Police Department directed the Criminal Police Department to coordinate with relevant departments and the police in the communes and towns surrounding the industrial park to conduct an investigation, urgently gather evidence, and identify suspected individuals.
Through investigative measures, at approximately 9:30 PM on April 17th, the Criminal Police Department's task force apprehended Dang Duy Hung while he was hiding in a karaoke bar in Ba Hien town (Binh Xuyen district). Following this, at approximately 10:30 PM the same day, the task force arrested La Quang Ha while he was transporting an employee supplying the karaoke bar. At 10:30 PM, the task force arrested Hoang Van Them while he was hiding at his house in Yen Binh district.
At the police station, the suspects initially confessed that Hung and Them had known each other from working together at Compal Vietnam Co., Ltd. (Ba Hien town). They knew that most of the workers in the company were from other provinces (highlands), renting accommodation around the company and often walking home. At the time of their shift ending in the evening, the road back to their accommodation had no lights, few people around, and the workers didn't walk in groups but alone or in pairs, using their phones as flashlights.
After conspiring to rob people, from April 12th to 14th, Hung and Them committed several robberies. Specifically, on April 12th, seeing Mr. LVH (born in 2009) and Mr. LVN (born in 2008), both from Ha Giang province, walking back to their rented room in Thien Ke commune after finishing work, Hung and Them, riding a motorbike without license plates, used a homemade knife to stop and threaten the victims, and then stole Mr. N's iPhone XS Max, worth 7 million VND.
Between 7 PM and 8 PM on April 14th, Hung and Them continued to use the same tactic to rob two phones from victims VAĐ, from Ha Giang province, and GAT, from Yen Bai province. Around 8:30 PM that same day, Mr. SAC (born in 2003), from Lao Cai province, was on his way home from work when, upon reaching a section of road in the Ba Thien Industrial Zone (about 500 meters from the Thien Ke commune entrance), he was suddenly stopped and threatened by Hung and Them on a motorbike. Seeing that Mr. C refused to hand over his phone, the group attacked him with a knife, slashing his left hand and causing injury. Mr. C managed to escape, preventing the two from stealing his phone.
In the case of Ms. NTT (born in 1976), residing in Thanh Hoa province, while riding her motorbike on Road 310 in Ba Hien town, she was approached and threatened by Hung and Them, who demanded her belongings. However, Ms. T sped away on her motorbike and escaped.
Immediately after stealing the property, Hung and Them invited Ha to help sell it. Although Ha knew the property was stolen, she agreed, and the group then divided the money they obtained.
The Vinh Phuc Provincial Police are currently continuing their investigation and compiling evidence to prosecute the suspects; they also request that anyone who is a victim of the aforementioned robbery come to the nearest police station or contact Lieutenant Colonel Nguyen Viet Hung, Criminal Police Department, at 0975125335 for resolution according to regulations.
