Hung has a previous conviction for theft. During his gambling activities, Le Van Hung often contacted people in need inside and outside the area and then hired a car to take them to locations that Hung had prepared without letting the gamblers know in advance. Each person participating in gambling had to pay Hung 500,000 VND in "cash" money.
To avoid being detected by the authorities, before each gambling session, Hung assigned a number of people to find gambling locations deep in the acacia hills and deep forests in Con Cuong district, then arranged for people to guard and keep watch. Hung also stipulated that each gambling session would only last about 2 hours. When the subjects got on the vehicle to go to the gambling location, Hung checked them, confiscated their phones and electronic devices. At the same time, Hung also arranged for about 2 people to follow them on motorbikes to observe if they were being followed. The gambling activities organized by Le Van Hung disrupted security and order in the area, causing outrage among the masses.
