Hung is a repeat offender with one prior conviction for theft. During his gambling operation, Le Van Hung would contact individuals both within and outside the area, then hire vehicles to transport them to pre-arranged locations without informing the participants beforehand. Each participant had to pay Hung a 500,000 VND "fee" to join the gambling.
To avoid detection by authorities, before each gambling session, Hung assigned several individuals to find gambling locations deep within acacia hills and dense forests in Con Cuong district, then arranged for lookouts and security guards. Hung also stipulated that each gambling session would last only about two hours. When participants boarded vehicles to travel to the gambling location, Hung would search them, confiscating their phones and electronic devices. He also assigned about two people on motorcycles to follow and monitor for any surveillance. The gambling activities organized by Le Van Hung disrupted public order and security in the area, causing resentment among the local population.
