At the time of his arrest, Chang A Va confessed that the small packages containing the dark brown, sticky substance were opium, which he was taking to sell when he was caught.

On the afternoon of November 13th, the Lai Chau Provincial Border Guard Command issued a decision to prosecute Chang A Va (born in 1991, of the Mong ethnic group), residing in Nam Vi village, Chung Chai commune, Muong Nha district, Dien Bien province, for the illegal trafficking of narcotics.

Accordingly, at 5 PM on November 12th, a task force from the Anti-Drug and Crime Prevention Department of the Lai Chau Border Guard and the PC47 Department of the Lai Chau Provincial Police, while on patrol in the Nam Khao village area, Nam Khao commune, Muong Te district (Lai Chau), discovered two people standing and talking who appeared suspicious to be involved in the illegal trafficking of narcotics.

The task force approached and conducted a check, but one suspect fled; the force immediately apprehended the remaining suspect, Chang A Va.

During the on-site search, the task force discovered 15 small packages (approximately 1.2 kg) of opium resin, contained in a sack.

During questioning at the investigative agency, Chang A Va confessed to purchasing the opium from a Hmong man, approximately 35 years old, in Cao Chai village, Ta Tong commune, Muong Te district, for 8 million VND. Later, he was contacted by a person named Van (whose address is unknown) who offered to buy the opium for 50 million VND.

While the two were conducting a transaction in the Nam Khao village area, Nam Khao commune, they were discovered and caught red-handed by the task force, who confiscated all of the aforementioned opium.

Currently, the Lai Chau Provincial Border Guard Command has completed the dossier and handed over the suspect and evidence to the Provincial Police for further investigation.
