Two officials have been taken into custody for negligence.
On the afternoon of April 15th, the Investigation Police Agency of Hong Bang District (Hai Phong City) executed an order to temporarily detain Mr. Bui Hoang Hien (born in 1959, residing in Lam Ha Ward, Kien An District, Hai Phong), former Director of the Land Development Center of Hong Bang District, Vice Chairman of the Compensation Council, and Head of Inventory Team No. 1 - Hai Phong Cement Urban Area Project, for the offense of negligence causing serious consequences.

Previously, Hong Bang district also suspended from duty, and the police investigation agency temporarily detained Mr. Tran Hieu, a contract employee of the Hong Bang District Land Fund Development Center, a member of the Inventory Council and the team leader of Inventory Team No. 2 under Inventory Team No. 1 - Hai Phong Cement Urban Area Project, for abusing his position and authority while performing his official duties.
According to initial information, Mr. Bui Hoang Hien and Mr. Tran Hieu committed violations during the inventory, planning, and compensation payment process for the Hai Phong Cement Urban Area Project, resulting in a loss of approximately five hundred million dong from the state budget.

Currently, the Hong Bang District Police, in coordination with other relevant agencies, are continuing to expand the investigation, clarify the facts, and strictly handle the case according to the law.
The Hai Phong Cement Urban Area project, which was recently launched by the city in early March 2016, covers a total area of 78.5 hectares and is located in Thuong Ly ward, Hong Bang district.
This is the first integrated, luxurious, and high-class urban complex project in Hai Phong based on the "City in City" model, contributing to a modern and dynamic appearance for the entire western area of the city.
