Couple in their 20s arrested for leading loan sharking ring.

Using social media to advertise "loan sharking," Quyen and Quan lent money to approximately 450 people at an interest rate of 4,000 VND per million VND per day, illegally profiting nearly 15 billion VND.

On August 20th, Ninh Binh Provincial Police announced that the Criminal Police Department had arrested and conducted urgent searches of seven individuals for investigation into "loan sharking" activities.cyberspace.

The seven suspects include: Cao Thi Quyen (born in 1993), Tran Hong Quan (born in 1991), both residing in An Bien Ward, Hai Phong City; Nguyen Van Huynh (born in 1995, residing in Luu Kiem Ward, Hai Phong City); Nguyen Quoc Huy (born in 1991, residing in An Bien Ward); Nguyen Van Thanh (born in 1998, residing in Kinh Mon Ward, Hai Phong City); Nguyen Long Duong (born in 2000, residing in Luu Kiem Ward); and Tran Van Thang (born in 1994, residing in Thien Huong Ward, Hai Phong City).

Through intelligence gathering, the Criminal Police Department of the Provincial Public Security discovered a group of individuals operating an online "loan sharking" scheme led by the couple Quyen and Quan.

To control the operation, Quyen and Quan assigned specific tasks to each person in the network; they prepared transportation and rented accommodation for the individuals to stay in.

To avoid detection by authorities, these individuals use fake names, disposable SIM cards, and frequently change their phones and social media accounts. Their tactic is to use social media platforms (Zalo, Facebook, YouTube, TikTok, etc.) to post attractive advertisements luring people into taking out loans without collateral, without proof of income, without requiring paperwork, and without affecting their work or family life.

After clearly identifying the modus operandi of the group, the Criminal Police Department of Ninh Binh Provincial Police established a special case to combat and dismantle it.

During the investigation, the police seized 1 laptop, 10 mobile phones, 3 motorcycles, 1 car, and 10,000 leaflets advertising money lending services; and froze bank accounts containing over 500 million VND.

At the police station, Quyen and Quan confessed to lending money to approximately 450 people at an interest rate of 4,000 VND per million VND per day, equivalent to 146% per year, illegally profiting nearly 15 billion VND.

The police are continuing to expand the investigation and will handle the case according to regulations.
