Arrest of 9x couple leading 'black credit' ring
Using social networks to advertise "black credit" loans, the couple Quyen and Quan lent money to about 450 people at an interest rate of 4,000 VND/million/day, illegally earning nearly 15 billion VND.
On August 20, Ninh Binh Provincial Police informed that the Criminal Police Department had arrested and urgently searched 7 subjects to investigate "black credit" activities on the Internet.cyberspace.
The 7 subjects include: Cao Thi Quyen (born in 1993), Tran Hong Quan (born in 1991), both residing in An Bien ward, Hai Phong city; Nguyen Van Huynh (born in 1995, residing in Luu Kiem ward, Hai Phong city); Nguyen Quoc Huy (born in 1991, residing in An Bien ward); Nguyen Van Thanh (born in 1998, residing in Kinh Mon ward, Hai Phong city); Nguyen Long Duong (born in 2000, residing in Luu Kiem ward); Tran Van Thang (born in 1994, residing in Thien Huong ward, Hai Phong city).

Through reconnaissance work, the Criminal Police Department of the Provincial Police discovered a group of subjects operating "black credit" on cyberspace led by the couple Quyen and Quan.
To control the activities, Quyen and Quan assigned specific tasks to each member of the network; prepared means of transportation and rented accommodation for the members.
In order to avoid detection by authorities, these subjects use fake names, junk SIM cards, and frequently change phones and social media accounts. Their trick is to use social networks (Zalo, Facebook, Youtube, TikTok, ...) to post attractive advertisements to entice people to borrow money without collateral, without proof of income, without keeping documents, without affecting work, family, etc.
After clearly identifying the group's modus operandi, the Criminal Police Department of Ninh Binh Province Police established a special project to combat and destroy it.

During the investigation, the police seized 1 laptop, 10 mobile phones, 3 motorbikes, 1 car, 10,000 loan advertising leaflets; and froze a bank account worth over 500 million VND.
At the police station, Quyen and Quan confessed to lending money to about 450 people at an interest rate of 4,000 VND/million/day, equivalent to 146%/year, illegally earning nearly 15 billion VND.
The police are continuing to investigate and handle the case according to regulations.
